| On August 24,2015,the Central Committee of the Communist Party of China and the State Council issued the "Guiding Opinions on Deepening the Reform of State-owned Enterprises"(referred to as the "Guiding Opinions"),which is a document with top-level design significance in the new round of mixed reform of state-owned enterprises.With the issuance of the "Guiding Opinions",a series of supporting documents have been issued,such as Promoting the Reform of State-owned Enterprises,Improving the State-owned Asset Management System,Improving the Modern Enterprise System,Developing a Mixed-ownership Economy,and Strengthening the Party’s Leadership over State-owned Enterprises.The "1+N" policy system of state-owned enterprise reform has basically taken shape.Based on the background of mixed ownership reform,this article mainly studies the situation of Xiangmeng Real Estate Development Co.,Ltd.carrying out mixed ownership reform.Xiangmeng Real Estate Development Co.,Ltd.is a competitive small and medium enterprise and is a subsidiary company of Xiangshui Group.The study found that mixed ownership reform of Xiangmeng Real Estate Development Co.,Ltd.is a measure that conforms to the Party Central Committee’s comprehensive deepening reform strategy.It can also improve the corporate governance structure,establish a modern corporate system,and promote the reform of the operating mechanism.,enable Xiangshui Group to use its platform-type enterprise resources and advantages,promote Xiangshui Group’s corporate development strategic planning and strategic transformation,enhance Xiangshui Group’s state-owned economic competitiveness and maintain and increase the value of state-owned capital,then establish a market-oriented selection and employment mechanism.This article studies the basic situation of Xiangmeng Real Estate Development Co.,Ltd.,and proposes the overall idea of the mixed ownership reform of Xiangmeng Real Estate Development Co.,Ltd.,by introducing strategic investors,equity structure arrangements,introducing employee shareholding platforms,clarifying the corporate governance structure,and planning the development strategy after the reform.In order to deepen the reform,this article proposes a series of measures to transform the operating mechanism based on the actual situation of dream home ownership.This article uses case studies to promote the reform of mixed ownership,and to a certain extent enriches the research results of mixed ownership reform of state-owned enterprises.It has certain significance for the practice of mixed ownership reform of Xiangmeng Real Estate Development Co.,Ltd. |
