At present,the competition between state-owned chemical enterprises and other enterprises is becoming increasingly fierce.The core of enterprises is talent,which in the final analysis is the competition of human resources.Therefore,it is of great significance to further integrate and optimize human resources management,create value for the strategic development of enterprises,and promote the competitive development of the company.Songjiang Petrochemical Company is a large state-owned comprehensive chemical and oil refining enterprise affiliated to Petro China.However,with the rapid development of the domestic chemical industry,the efficiency of human capital management is gradually exposed,which hinders and restricts the high-quality development of enterprises.This paper takes the human resource management of Songjiang Petrochemical Company as the research object,starting from the current research situation of the essence of the human resource management of Songjiang Petrochemical Company,analyzes and discusses the development of the human resource management of Songjiang Petrochemical Company from the four modules of human resource planning,human resource allocation,training management and performance compensation management.Using human capital theory,incentive theory and human resource management theory,collect questions through questionnaires,exchange interviews and other methods,and analyze the reasons one by one according to the company’s existing data and survey results.In view of the company’s existing problems such as backward organizational model,unreasonable post allocation,immature training system,and imperfect assessment mechanism,this paper is based on the SMART principle to improve the organization’s operational efficiency Based on the design goals of improving labor efficiency,improving employee training efficiency,and establishing a market-oriented compensation mechanism,the company has formulated an optimization plan design that conforms to the company’s own characteristics in combination with the company’s development strategy.On this basis,the specific implementation is carried out from four aspects:human resource planning optimization,human resource allocation optimization,training management optimization,and performance evaluation.By integrating and innovating the production and operation organization mode,promoting the optimization of the company’s functional departments,promoting the optimization and integration between the secondary units,and optimizing the management of production shifts,we can achieve the flat organization mode of "primary administration and secondary business" in the refining and chemical production business;Follow the equity theory to optimize and improve the efficiency of employment by improving the management and control mechanism of fixed number of employees,optimizing the allocation of human resources,and promoting the transformation of employment methods;Optimize the implementation of training resources,implement "efficiency training",highlight resource integration,and build a scientific training system;Through the implementation of market-oriented performance appraisal mechanism,market-oriented precise distribution mechanism,and the establishment of incentive mechanism for management innovation and other optimization measures,we will build a new pattern of salary distribution of "emphasizing performance,increasing efficiency,and strengthening incentives".Finally,in order to ensure the smooth implementation of the optimization plan,security strategies are proposed from the four aspects of system,organization,information and capital,so that the enterprise can keep pace with the times in the enterprise competition,achieve the long-term benefits of the enterprise,promote the optimization and improvement of the human resources management of Songjiang Petrochemical Company,and provide an important guiding role and reference value for the human resources management of Songjiang Petrochemical Company. |
