In recent years,as the country’s high-quality development continues to push forward,from the energy supply side reform,coal to reduce capacity,to carbon emissions,carbon peak long-term goals,thermal power industry environmental standards continue to increase,as well as the institutional reform of new energy sources such as wind power and photoelectricity,it has brought tremendous pressure on the survival and development of the thermal power industry.The high standard requirements from source to end,coupled with the rapid development of intelligence and information technology,have brought pressure on enterprises,at the same time,it brings the power and the business opportunity.How to effectively deal with the external challenges,play their own advantages,return to the commercial essence,and improve the market value of the enterprise itself are the common problems that the thermal power industry will face in the future,in order to ensure both environmental emission requirements and national energy security,as well as to enhance the profitability of enterprises,it is necessary for enterprises to conduct cost control from the perspective of value chain,from which the development of enterprises to provide some reference.The Jidong Company studied in this paper is a well-known coal-fired power plant in Jilin province,which can effectively represent the status quo of most coal-fired power industries.Ji Dong Company has been deeply engaged in the thermal power industry for 33 years.After seven stages of development and construction,the company has mastered a high level of professional technology in thermal power energy supply.However,as the enterprise is restricted by environmental protection,the dismantling of some substandard devices by enterprises has caused a sharp drop in production capacity,while huge environmental protection investments can not be converted into effective returns,causing enormous pressure on enterprises.At the same time,due to the change in the structure of highly skilled personnel in Jilin,labor costs further increased,with the aging of the more serious,enterprises are faced with enterprise employees can not replace orderly,for the enterprise benign development challenges,in addition,the enterprise equipment is old,the renewal rate is relatively slow,with the rapid development of new technology,the existing technology is gradually replaced,slow progress means retrogression and elimination,and the old thinking of state-owned enterprises in thermal power industry,many problems,such as the backward management level,directly lead to Jidong Company for the realization of high-quality,sustainable development of enterprises face resistance,in the information,management standardization,competition is so fierce at the moment,due to the turbulent international situation,the amount of crude oil,coal and other bulk raw materials imported by the state has increased significantly,and refineries and chemical enterprises around the enterprises have further expanded their scale,causing the enterprises to face challenges and at the same time,be full of opportunities,under this background,how to grasp the opportunity and effectively improve its own shortcomings,give play to its own advantages,cost reduction and efficiency,improve quality and efficiency,expand capacity and efficiency,and take many measures to complement its own shortcomings,so that the enterprise re-invigorated vitality and development momentum.Based on the background of dual-carbon and market-oriented power industry reform and enterprise environment,this paper applies the value chain theory,activity chain model,constraint theory and cost management method,the paper first decomposes the value chain of the thermal power enterprise,establishes the internal operation chain model of the thermal power enterprise,and through the establishment of accurate and reliable industry model,based on the cost structure of Jidong Company,this paper calculates and analyzes the cost value coefficient of the enterprise’s activity chain by using the function scoring method,determines the problems and bottlenecks in the enterprise,and accurately identifies the inefficient and inferior enterprise’s activity chain,and analyzes the cost value coefficient of the enterprise’s activity chain by using the function scoring method,and according to the importance of screening key control projects,so as to effectively improve their own problems,and through the vertical value chain analysis of enterprise development opportunities and threats,the horizontal value chain clearly confirms the advantages and disadvantages of the enterprise,clarifies the cost management problems of the enterprise,points out the improvement direction of the enterprise in the future,and puts forward the corresponding improvement measures according to its cost controllable point,so that enterprises in an effective way to reduce their own costs and increase operating income.
