Research On Financial Security System Of Rural Vitalization

To rejuvenate the nation,the countryside will be revitalized.The issue of agriculture,rural areas and farmers is fundamental to the national economy and people’s livelihood.Entering the new era,our country will give priority to agricultural and rural development,unswervingly follow the path of urban-rural integration,establish and improve the financial security system,and implement the financial policy of supporting agriculture.In the report of the 19 th National Congress of the Communist Party of China,it was pointed out that in order to solve the problems of "agriculture,rural areas and farmers",we must implement the rural revitalization strategy,establish and improve the system and mechanism of urban-rural integrated development,and accelerate the modernization of rural agriculture,Further elaboration on this statement in the report of the 20 th National Congress of the Communist Party of China.The key to implementing the rural revitalization strategy is to solve the problem of where the money will come from.Therefore,to establish and improve the rural vitalization financial security system is an important part of the rural vitalization strategy.Continuous improvement of the financial security system for rural revitalization can make more public resources inclined to rural areas,and a large amount of funds flow to rural areas.Accelerating rural agricultural modernization,better filling the rural development.This paper makes a comprehensive study of the financial security system of rural vitalization by using the methods of comprehensive discipline research,historical combination research and comparative research.Thispaper is divided into five chapters.The first chapter is the introduction.It mainly includes the basis and research significance of this paper,research status at home and abroad,research ideas and methods,innovation and shortcomings.The second chapter is the rural vitalization financial security system related issues overview.First of all,explain the relevant concepts,including: rural revitalization,financial security system and rural revitalization financial security system.Secondly,it expounds the significant advantages of establishing the financial security system of rural vitalization.Finally,the paper discusses the strategic significance of establishing rural vitalization financial security system.The third chapter is the theoretical basis of rural vitalization financial security system.This paper expounds the theoretical basis of the financial security system of rural vitalization by using the classical Marxist theory and the relevant theories of Marxist Sinicization and the research method of combining historical theory.The fourth chapter is the realistic situation of rural vitalization financial security system.It explains the favorable and unfavorable factors for the establishment and improvement of the financial security system for rural revitalization at present,and discusses the five aspects of the use efficiency of financial funds,supervision,policy implementation,system design and performance evaluation.The fifth chapter is the optimization path of rural vitalization financial security system.Based on the analysis of the current unfavorable factors in the financial guarantee system for rural vitalization,the following optimization approaches are put forward: improving the efficiency of integrated use of agriculture-related funds,adjusting and strengthening the financial fund supervision and management mechanism,building and perfecting the financial policy system,adjusting and optimizing the financial fund structure system,and establishing a scientific performance evaluation mechanism.This paper makes an in-depth study of the financial security system of rural vitalization,and puts forward the following innovations: First,this paper carries out an in-depth study of the financial security system of rural vitalization from the perspective of the Sinicization of Marxism,combined with the basic knowledge of economics,management,law and other relevant disciplines.Second,the paper uses classical Marxist theory and Sinicized Marxist theory to innovate the theoretical framework and analyze the significant advantages and significance of establishing rural revitalization financial security system in China.Third,this paper combines the advantages and disadvantages of the rural revitalization financial security system,and puts forward the optimization path.It has enriched the theoretical system of rural vitalization financial security system.
