| In the process of land requisition,the most concerned and demanded by the expropriated peasants are monetary compensation and social security and resettlement.Legally,the newly revised Land Management Law in 2020 clarifies that the basic principle of compensation for land requisition is to ensure that the original living standards of the expropriated farmers are not reduced,and the long-term livelihood is guaranteed;In practice,since the reform of the "three pieces of land" in rural area,various localities have also made many useful explorations in land acquisition compensation,and diversified land acquisition compensation models have emerged.So,what are the different compensation models for land expropriation in China? Is there an inherent logical law between these patterns? Why is it that the same compensation for land acquisition has produced different model choices? What factors or combinations of factors are behind these model choices?Based on this,this paper constructs a theoretical analysis framework for the influencing factors of land acquisition compensation mode,aiming to explore the influence of the interaction combination of different influencing factors in the natural,economic,social and political domains on the choice of land acquisition compensation mode.According to the degree of marketization of land acquisition compensation,the existing compensation methods are defined into three models: the standard compensation model,the diversified social security model and the land development right compensation model.Then,this paper selects the "relocation and resettlement" case of Jindong in Jinhua,the "six-sphere" multiple guarantee case in Wujin,Changzhou,and the retained land case in Hangzhou West Lake as the research objects,corresponding to the three compensation models,and through the comparative analysis of typical cases,the combination of factors that may affect the choice of different compensation modes is preliminarily obtained,and three research hypotheses are proposed,which pave the way for subsequent prototype analysis and empirical evidence.Finally,this paper adopts the prototype analysis method for empirical analysis to reveal the interaction combination effect between factors.In this study,28 land expropriation cases in China were selected as research objects,and finally 3 archetypes and 8 sub-archetypes were obtained,which empirically verified the influence mechanism of the combination of factors under different domains on the choice of land expropriation compensation mode.The conclusions of this study are as follows: 1.This paper divides three types of land acquisition compensation models according to the degree of marketization of land acquisition compensation: the standard compensation model,the multiple social security model,and the land development right compensation model.These three models have strong suitability,which can not only cover the diversified compensation models in practice,but also reflect the changes in the degree of marketization between different models.2.In this paper,the method of archetype analysis is used to find that the combination of factors in different domains has an impact on the selection of compensation mode.Having a common interest and management-oriented government is an important condition for the emergence of the standard compensation model.The establishment of a long-term security system has a prominent impact on the formation of the multiple social security models.The combination of elite leadership and long-term security system construction has an important impact on the compensation model of development right.3.Extended analysis finds that the two types of prototypes extracted from empirical analysis are based on the interaction between political domain and social domain,combined with the influence of economic domain and natural domain,so as to form different compensation models for land acquisition.Therefore,compensation for land expropriation should focus on the balance between the political domain(the "power" of the government)and the social domain(the "rights" of the peasants).The policy implications drawn from this paper are: 1.Local governments should comprehensively consider the combined effect of multiple factors,and formulate expropriation compensation mechanisms differently according to the consistency of the interests of farmers whose land has been expropriated in different regions,the construction of long-term security systems,and whether there are capable elite leaders.2.It is necessary to improve the basic supporting work of various land expropriation,especially the construction of a long-term guarantee system,and guide the development of land expropriation compensation towards marketization and diversification.3.Pay special attention to protecting farmers’ rights and promote the construction of a new pattern of coordinated governance between the government and society. |
