| Since more than 40 years of reform and opening up,China’s economy has achieved rapid growth,and the urban industries and urban functions have also achieved rapid growth.As a new round of development and opening up and reform after the reform and opening up,the state-level new district has played an extremely important role in this process.National new district as the special economic zone and coastal economic development zone of an important guiding policy of regional economic development,in the process of reform and opening up is an important engine to promote regional economic growth,in the national major development and reform task,promote regional coordinated development,expand opening to the outside world,promote industrial transformation and upgrading,improve regional innovation ability has played a leading role,has become an important industrial agglomeration area.Since urbanization was put forward at the 18 th National Congress of the Communist Party of China,the coordination of industrialization and urbanization has been accelerated,and the development path of urbanization has gradually shifted from the single growth of industry or city to the direction of urbanization with comprehensive functions.However,there are also some problems in the new urbanization: on the one hand,cities with good initial resource endowment can gather a large number of production factors,but the land cost is high and the urban living cost increases sharply,so the supply of urban public services cannot meet the large amount of population;on the other hand,many small and medium-sized cities lack the support of industries and face the dilemma of industrial hollowing out,and then expand the urban boundary,which leads to the emergence of "ghost city" and other urban forms.The urban industrial development,infrastructure construction and the improvement of public services are mainly regulated by governments at all levels.Therefore,China’s urbanization road obviously has a certain degree of administrative doctrine.As a comprehensive functional platform for promoting the major national development strategy and reform and opening up tasks,the state-level new areas undertake the tasks of cultivating new science and technology,developing new industries,building new towns and exploring new mechanisms.In the context of the continuous development of new urbanization,the improvement of the level of industry-city integration is a practical problem that must be considered.Therefore,as a location-oriented policy at the national level,the policy realization degree of national new areas and whether it has a positive impact on the integration of industry and city are worth discussing.This paper takes the effect of the integrated development of state-level new areas in China,and conducts a detailed study on the influence path of state-level new areas on the integrated development of industry and city.First of all,this paper systematically summarizes the research results of national new areas and the integrated development of industry and city,and analyzes and introduces the development status of national new areas and the status of the integrated development of industry and city in China.Secondly,from the perspective of human resources,industrial development and urban function to build the city integration development level of comprehensive evaluation index,and through the method of coupling coordination measure,and using the Dagum gini coefficient,Kernel density estimation and Markov chain to city fusion development regional differences and distribution of dynamic evolution,to build the national new city and city fusion theoretical mechanism framework provide theoretical and realistic support.Thirdly,this paper focuses on the three aspects of the possible influencing factors and the dynamic mechanism of R &D personnel flow,transportation infrastructure and urban function specialization.Finally,on the basis of theoretical analysis,this paper takes 71 central cities from 2003 to 2019 as the research object,adopts the double difference method to test,takes the establishment of state-level new areas as a quasi-natural experiment,and conducts empirical analysis on the impact of state-level new areas on the integration of industry and city.In addition,from the perspective of geographical location,urban administrative level and policy environment heterogeneity and temporal heterogeneity,this paper compares and analyzes the differentiated effects of state-level new areas on the integrated development of industry and city.Based on the above analysis,The paper draws the following conclusions:(1)the empirical analysis results show that,The establishment of state-level new areas can significantly promote the improvement of the integration level of industry and city,From the fifth year to the 10 th year after the establishment of the state-level new district,Can significantly promote the integration of industry and city,And in the ninth year after the establishment of the new district,this driving effect reached the peak;(2)The integration of state-level new areas with chattel cities can be realized through three ways: flow of R & D personnel,improvement of transportation infrastructure and specialization of urban functions;(3)The integration effect of industry and city in the national new district has different geographical location,urban administrative level and policy environment,It is manifested that the state-level new areas have a stronger driving effect on the eastern and western regions,cities with high administrative level,and the integration of industry and city after the 18 th CPC National Congress.In view of the research conclusion,the policy suggestions proposed in this paper include: first,formulate industrial introduction planning and industrial scale jump according to local conditions;second,improve the public services such as transportation construction and build the modern city benchmark;third,increase the efforts of the introduction of talents and gradually optimize the human capital structure. |
