| The orderly operation of the economy is an important cornerstone of the country’s long-term stability,and the core of the economy is finance,while the focus of finance is banks.Because of the special development experience of China’s banking industry,state-owned commercial banks have,to a certain extent,assumed the some public service functions instead of government departments.After the reform of the financial system,the management mindset and business philosophy of state-owned commercial banks have also been changing.As an enterprise,state-owned commercial banks need to aim at maximizing commercial interests and be responsible to their employees and shareholders,while as a commercial bank directly controlled by the state,they have to continue to take up the social responsibility of serving the public by providing financial services to the people.The core objectives of this thesis are to find a balance between commercial and public attributes,how to ensure high efficiency and efficiency,and how to improve the effectiveness of public service functions.Based on the perspective of public management,this thesis adopts a combination of literature research and survey research to investigate the performance of public service functions of state-owned commercial banks in Benxi City based on social governance theory and triple bottom line theory.It is pointed out that the state-owned commercial banks perform the public service function in four aspects,the function of implementing the national financial inclusion policy,the function of building a stable and efficient financial payment environment,the function of fulfilling social responsibility and the function of providing new-style financial services.A questionnaire survey of some bank customers in Benxi City and interviews with some employees of state-owned commercial banks were conducted through survey research method.After summarizing and organizing the questionnaires and interview records,the current situation of state-owned commercial banks in Benxi in performing public service functions was elaborated,and problems such as inclusive policies have not been fully implemented,unbalanced distribution of financial resources,neglecting the fulfillment of social responsibility and outdated financial service models were found in state-owned commercial banks in Benxi,and the causes of the problems were analyzed,mainly including insufficient motivation for inclusive finance,weak public service management mechanism,and lack of awareness of corporate social responsibility.Weak public service management mechanism,lack of awareness of corporate social responsibility and lack of innovation in financial services.In view of the identified problems and the development of state-owned commercial banks,this paper gives the following countermeasures and suggestions,including: optimizing resource allocation and doing a good job in inclusive finance;establish a financial public service management system;strengthening the construction of state-owned commercial banks’ social responsibility fulfillment;and accelerating the development of financial service innovation. |
