Multidimensional Poverty Reduction Effect Analysis Of Rural Land Transfer

In 2020,China won the battle against poverty and declared the elimination of absolute poverty in China.However,multidimensional poverty has become the focus of our attention in the new era,especially in rural areas.What is most closely related to farmers is land.How to promote the efficient use of rural land is the key to solve the problem of rural poverty.Land transfer can promote the effective allocation of rural land resources,but also promote the efficient use of other production factors,which is of great importance in rural development.As the rural revitalization strategy is proposed,China constantly promotes the modernization of agricultural and rural development,constantly promotes the optimization and adjustment of agricultural industrial structure,takes the transformation of economic structure as the center,highlights the importance of industrial structure adjustment.So,how should we evaluate the effect of land transfer on poverty reduction? Does land transfer have a significant effect on poverty reduction and what is its mechanism? How do you measure it? What effect is agricultural industry structure having among them? The discussion of these issues can help us better understand the effect of rural policies,and provide reference for consolidating the achievement of poverty alleviation and promoting rural development.This paper reviews the three concepts of land transfer,rural poverty and agricultural industrial structure,sorts out the relationship between them,summarizes the basic analysis framework,and provides a clearer idea for the paper.At the same time,this paper studies and summarizes the related theories of different scholars from the perspectives of agricultural development,peasant household behavior and multidimensional poverty,which provides a theoretical basis for the research content.On this basis,by drawing a flow chart,this paper divides land transfer into transfer-to-household and transfer-to-household,and analyzes the action mechanism of land transfer for poverty reduction from two aspects of growth effect and distribution effect,so as to study the poverty reduction path of land transfer more clearly and provide reference for empirical analysis.In the empirical part,this paper expands the multidimensional poverty index,constructs a multidimensional poverty index system containing six dimensions and nine variables,and selects the data of 2014,2016 and 2018 from China Household Tracking Survey(CFPS),draws lessons from AF double critical value method,and adopts the method of equal weight.The multi-dimensional poverty level was measured in 889 selected family samples.On this basis,this paper constructs a three-year short panel data model to analyze whether the poverty reduction effect of land transfer is significant,and carries out subsample regression to study whether the distribution effect of land transfer exists.By sorting out the county statistical yearbook of the region where the sample is located,the relevant variables of agricultural industrial structure are calculated,and the mediating effect model is used for analysis to test the mediating effect of agricultural industrial structure.According to the methods described above,This paper concludes that,on the measure,From 2014 to 2018,The incidence of poverty in the observed sample was decreased overall,But it fluctuated in the middle,May be due to the individual causes of the observed sample,But its average deprivation share and the multidimensional poverty index have declined continuously,This suggests that the multidimensional poverty level of the sample is decreasing,Poverty is easing;In terms of the empirical results,The coefficient of land transfer to the multidimensional poverty index is negative,Which passed testing at a 5% significance level of 5%,Therefore,it can be considered that land circulation has a significant positive effect on the mitigation of multidimensional poverty;besides,Subdividing the variable of land transfer into land transfer in and land transfer out,Respectively,by substituting them into the model,Found the coefficient of land transfer out to be significantly negative,The coefficient of land transfer is negative but not significant.On this basis,according to the value of agricultural machinery and education level,the samples with higher education level of land transfer poverty reduction effect,more significant,but the samples with lower education level of land transfer poverty reduction effect,which shows that the higher education level can help farmers to benefit more in the land circulation;the samples grouped by the agricultural machinery value have significant poverty reduction effect,the absolute value of the coefficient,indicating that the higher agricultural machinery value can help farmers better alleviate multi-dimensional poverty problem.The mediation effect of the two agricultural industrial structure variables is analyzed by the mediation effect model,in which the rationalization variables of agricultural industrial structure have passed the significance test;the high variable of agricultural industrial structure has no significant mediation effect;the transferred households and transferred households,and the influence on the transferred households and transferred households is not significant.According to the empirical analysis of the results,the author believes that a slowdown in the multidimensional poverty problem of rural land circulation policy has a significant effect,should according to the characteristics of the rural development in the new period to adjust the policy,supporting policies,such as social security,public services,continuously improve policies and measures to make it better,to consolidate the results of poverty.But the role of the policy of different samples are different,can produce distribution effects influence poverty reduction effect,farmers should be paid great attention to the material capital and human capital level of ascension,and promote the development of rural pratt & finance,and enhance the farmers’ basic education and vocational education investment,strengthen the farmer’s capital accumulation,reduce the effects of distributional effects.The agricultural industry structure has a significant mediating effect,but its share is relatively small.Relevant policies should be further improved.The government should help the adjustment of agricultural industry structure,promote the free flow of rural production factors,improve the status quo of urban-rural dual structure,and provide a favorable environment for the flow of rural labor force.
