Research On The Impact Of The Reform Of Commercial System On The Business Environment Of Shanxi

The optimization of business environment is of great significance to the healthy development of regional economy.The assessment report issued by the World Bank shows that poverty can be overcome by providing sufficient and well-paid employment opportunities,which all depend on a good business environment of an economy.A good business environment is manifested in the simplification of the process,the shortening of time and the reduction of costs when the market subjects conduct transactions with the government.Shanxi Province began to implement the reform of the commercial system in2014.By coordinating the relationship between the government and the market,it improved the business environment with less costs and higher efficiency.Over the past nine years,the reform of the commercial system has always released "institutional dividends" for the development of enterprises.It is the economic system most directly related to the market subject,and gradually becomes an important institutional change to optimize the business environment and release the market potential.Studying the impact of the reform of the commercial system on the business environment and the channel mechanism from the perspective of Shanxi Province is conducive to providing ideas and directions for the further deepening of the national reform.This paper regards the reform of the commercial system as a "quasi-natural experiment".First,collect and sort out the data of 285 prefecture-level cities through the statistical yearbook,construct the indicator system of China’s urban business environment from the six dimensions of innovation environment,financial environment,market environment,public service environment,ecological environment,and labor environment,and calculate the business environment scores of each city;Then use the tendency score matching method(PSM)to find samples in the control group that have no systematic difference from the treatment group(prefecture-level cities in Shanxi Province),and 118 samples are retained after matching;Next,we use the sample data to construct the PSM-DID model to examine the impact of the reform of the commercial system on the business environment in Shanxi Province,and test the stability of the results;Finally,it makes a further analysis of the regulatory effect and regional heterogeneity of the commercial system reform in Shanxi Province.The study found that the core variable coefficient of the interaction between region and time is significantly positive whether or not the control variable is added,which proves that the reform of the commercial system has a significant improvement effect on the business environment of Shanxi Province.From the perspective of regulatory effect,the regression coefficients of the variables of the commercial system reform are significantly positive at the statistical level of 5%,that is,the conclusion that the commercial system reform optimizes the business environment is still valid.It further shows that the improvement of informatization level,human capital level and the optimization of industrial structure can strengthen the promotion effect of commercial system reform on the business environment.From the analysis of regional heterogeneity,we can see that the more developed the economy is,the more obvious the improvement effect of the regional business environment is.Therefore,in the next step of promoting the reform of the commercial system,we should strengthen the construction of urban informatization level,increase human resources training,and further promote the optimization and upgrading of industrial structure,so as to improve the business environment.
