China’s rapid economic growth is mainly due to "rough and loose growth",however,the long-term rough and loose economic growth model will eventually lead to high consumption of resources and poor pollution of the ecological environment,which will ultimately hinder the quality development of China’s economy.Therefore,the economic growth model must change to an intensive development.As an important indicator of the quality of economic development,green total factor productivity is an important driving force in promoting the harmonious development of the economy and ecological protection,and thus the quality development of China’s economy.Therefore,enhancing green total factor productivity is a necessary path for China to achieve green economic transformation and promote high-quality economic development.As the pillar of China’s real economy and manufacturing development,the service industry plays a pivotal role in economic development.In particular,the green and environmentally friendly productive service industry,as a key node to accelerate the integration of the two and three industries,is not only in line with the global trend of the economy gradually shifting from an industrial economy to a service economy,but can also promote green total factor productivity through agglomeration to generate economies of scale and knowledge and technology spillover effects.Therefore,with the objective of promoting the high-quality economic development of the Yangtze River Economic Belt,this paper takes three major city clusters in the Yangtze River Economic Belt as the research object and systematically studies the impact of the agglomeration of production service industries on green total factor productivity at three levels: overall,specialised and diversified agglomeration.The paper firstly compares the relevant theories and analyses the impact mechanisms,secondly uses agglomeration indicators and the SBM-ML model to measure the level of agglomeration of productive services and green total factor productivity in the sample regions,and finally uses the spatial econometric model as the main research model to empirically investigate the relationship between agglomeration of productive services and green total factor productivity.The study finds that:(1)During the sample period,the development of the regional production service industry in the three major urban agglomerations in the Yangtze River Economic Zone is good,with the overall and specialised agglomeration levels showing upward and then downward fluctuations,while the diversified agglomeration levels show downward fluctuations,and all three agglomeration indices show significant regional heterogeneity.(2)During the sample period,the overall green total factor productivity of the whole region showed a slow growth trend,with significant differences in growth among the three urban agglomerations.From the decomposition term,green technological progress is the leading factor in promoting green total factor productivity.(3)Green total factor productivity in the whole region has a significant positive spatial correlation,and is characterised by the distribution of high values adjacent to high values and low values adjacent to low values on the whole.(4)The region-wide agglomeration of productive service industries is a spatial driver of green total factor productivity,but this role is heterogeneous in terms of agglomeration patterns,with specialised agglomeration contributing more.(5)There is an inverse U-shaped non-linear relationship between productive service agglomeration and green TFP,with the optimal agglomeration degrees of 1.8106,2.6027 and 42.5 for overall,specialised and diversified agglomeration respectively.(6)ICT positively affects green TFP,and its moderating effect on the relationship between productive service agglomeration and green TFP is significant,but(6)ICT positively affects green TFP,and its industry level,city size and region in the impact of productive services agglomeration on green TFP.Finally,based on the theoretical research and empirical results,this paper makes the following policy recommendations:(1)Guide the reasonable agglomeration of productive service industries so that the positive externality effect of agglomeration can be brought into full play.(2)Scientific planning of the agglomeration mode of the production service industry.(3)Strengthen the agglomeration of high-end production service industries to provide a sustainable spatial impetus for the high-quality development of urban economy.(4)Each city should tailor its own city scale to maximise the positive agglomeration effect of the productive service industry.(5)Implement differentiated regional policies to promote the synergistic development of the three major city clusters in the Yangtze River Economic Belt.(6)Promote the proliferation and scope of application of information and communication technologies and deepen the integration and development of information and communication technologies and industrial agglomeration.(7)Increase investment in R&D and promote green technology progress.
