Equity and justice have always been the value goal pursued by human society and the symbol of social civilization and progress.Social equity is also the basic requirement for promoting sustainable economic development.Studying social equity issues can help a country achieve sustainable and healthy development.Chinese social security field attaches great importance to the study of social equity.The fairness of social security system is an important indicator to measure the overall social equity.The social security system should adjust development goals in time,and constantly improve the guarantee level and quality,so as to exert its fair effect.As a kind of supplementary medical insurance,serious illness insurance is an important part of the social security system.Does the implementation of serious illness insurance affect people’s judgment of social justice? Based on this,this paper selects the perception of social justice as the explained variable to explore the impact of critical illness insurance on it.For this purpose,this paper conducts empirical research at the micro level.Based on the mixed cross-sectional data of the China Comprehensive Social Survey(CGSS)for three years(2013,2015,2017),this paper builds an orderly probit model,empirically analyzes the impact of urban and rural residents’ serious disease insurance on their perception of social fairness,draws corresponding conclusions,and puts forward more reasonable policy recommendations to better promote the perception of social fairness of urban and rural residents.The specific process of empirical analysis is as follows: First,the data of the explained variables,core explanatory variables and control variables are collated,and the mixed cross-section data are obtained,and then the orderly probit model is used to study the impact of urban and rural residents’ serious disease insurance on social fairness perception,and the accuracy of regression results is verified through the replacement model and the robustness test method with new control variables;Second,select residents’ life happiness as the mediating variable to test the mesomeric effect,and further study how urban and rural residents’ serious illness insurance affects their perception of social justice;Thirdly,heterogeneity analysis is conducted by grouping the sample size according to education level,total household income level,and age to analyze the impact of major illness insurance on social equity perception among different groups of urban and rural residents;Fourthly,summarize and summarize the empirical analysis results,and propose corresponding reasonable suggestions.The main conclusions of this paper are as follows: First,serious illness insurance participation can significantly improve people’s perception of social justice.Every 1%increase in serious illness insurance participation will increase the perception of social justice by 7.6%.Moreover,by increasing the control variables,the lifting effect is more obvious,increasing the lifting effect by 2.6 percentage points on the original basis;Secondly,through the mediating effect test,it is concluded that residents’ happiness of life plays a partial mediating role between the critical illness insurance participation and the perception of social justice.Thirdly,the study by education level shows that serious illness insurance can significantly improve the perception of social justice of people with a secondary education or above,but has no significant change for people with a secondary education or below.Fourthly,the study grouped by total family income showed that critical illness insurance significantly improved the perception of social justice of middle-income and high-income families,but had no significant impact on low-income families.Fifthly,according to different age groups,the critical illness insurance participation has a positive impact on the perception of social justice,but the degree of impact is different,and the degree of impact is deeper for the respondents over60 years old.Therefore,based on the above conclusions,the following suggestions are proposed:firstly,the government should focus on improving the serious illness insurance system by "seeking quality" and further enhancing the security level of impoverished rural families;Secondly,as a supplementary system to basic medical insurance,the government should establish a more comprehensive and reasonable basic medical insurance system to ensure that the policy effectiveness of major illness insurance is maximized;Third,the government should make the serious illness insurance system pay attention to the fairness of starting point,process and result;Fourthly,from the perspective of social governance,each of us should also learn and develop the correct concept of social fairness;Fifth,it is necessary to gradually establish and continuously improve and optimize the social equity guarantee system,and fully leverage the role of the social security system. |
