| Technological innovation is the fundamental driving force to promote high-quality economic development,and the high-tech industry is an important position of international scientific and technological competition.In the face of increasingly complex and fierce international competition,China actively promotes the innovation driven development strategy.Innovation factors are important strategic resources to cultivate new competitive advantages.The flow and agglomeration of innovation factors among regions consolidate the foundation of innovation factors,optimize the efficiency of element allocation,help to generate knowledge spillovers,support high-tech industries to carry out technological innovation activities,enhance China’s scientific and technological competitiveness,and thus promote the high-quality development of China’s economy.This paper studies whether the inflow of innovation factors has a significant impact on the innovation capability of high-tech industries under the background of the innovation-driven development strategy and of high-quality economic development.First,this paper combs the relevant literature,on the basis of the theory of factor flow and technological innovation,discusses the theoretical mechanism of the inflow of innovation factors influencing the innovation capability of high-tech industries through knowledge spillover,factor agglomeration,economies of scale and factor optimal allocation,and analyzes the regulatory role of government science and technology support in it.Secondly,based on the gravity model,this paper calculates the inflow scale of China’s inter provincial innovation factors,and finds that the flow of R&D personnel and R&D capital is increasingly frequent,but the flow scale differences between regions are large,and uses entropy method to measure the innovation capability of provincial high-tech industries.Thirdly,based on the panel data of30 provinces and cities in China from 2009 to 2020,the empirical test adopts the individual time fixed effect model,and draws the following conclusions: the inflow of innovation factors has a significant improvement effect on the innovation capacity of regional high-tech industries;In terms of dimensions,it has a positive impact on the improvement of innovation input and innovation output capacity,and the intermediary effect of factor aggregation,scale effect and factor optimal allocation is significant;Under the regulatory role of government support,the positive impact of the inflow of innovation factors on the innovation capability of high-tech industries is further improved;The instrumental variable method and the alternative dependent variable measurement method prove that the research conclusion is robust;Considering the regional heterogeneity,the inflow of R&D personnel plays a more significant role in improving the innovation capability of high-tech industries in the eastern region,and the inflow of R&D capital plays a more prominent role in improving the innovation capability of high-tech industries in the central and western regions;Considering the heterogeneity of enterprise size,the inflow of innovation factors has a positive impact on the innovation capability of high-tech industries of all scales,and has a more obvious positive effect on the innovation capability of small enterprises.Finally,based on the above research conclusions,this paper puts forward targeted countermeasures and suggestions,including promoting the rational flow of innovation factors,improving the financial support of the government,optimizing the innovation environment,introducing talents and capital according to regional characteristics and needs,and enhancing the innovation enthusiasm of enterprises of different sizes,so as to continue to exert the positive effect of the inflow of innovation factors,and promote the balanced development of high-tech industries between regions. |
