The housing problem has always been a major concern of the people’s livelihood and is related to the development and stability of the society.As the main body responsible for solving residents’ housing problems,the government should not only provide financial support and monetary subsidies,or directly provide the supply of housing entities,but also give full play to various systems in the housing security system,integrate,connect and supplement to guide the steady and healthy development of the market,truly reform the housing supply system from the supply side and realize residents’ dream of living in peace.Our country’s important system to solve the basic housing difficulties is the affordable housing system.Indemnificatory housing is divided into purchase type and rental type.Among them,the indemnificatory rental housing in the rental type is a new concept evolved from the previous policy rental housing.In June 2021,the government proposed to speed up the improvement of the housing security system and create a new pattern of indemnificatory housing system of public rental housing,indemnificatory rental housing and common property housing [1].This is an innovative measure to carry out the policy of "tenant purchase and purchase simultaneously",aiming at cultivating the new housing concept of "first rent,then buy,first small and later big purchase".The development of the affordable housing market cannot do without financial support.Because of the two words of "guarantee",the return rate of the project is limited and there is a certain risk in the return.Therefore,the commercial banks have insufficient support power.The housing accumulation fund system is the most important housing financial security system in China,which needs to be fully utilized at this time.Especially in recent years,all sectors of society have proposed that the current accumulation fund system needs to be reformed.This paper combines two important aspects of the current housing system reform,focusing on the supply side financing difficulties in the development of indemnificatory rental housing market.The government should strengthen the use of policy financial instruments,support the development of indemnificatory rental housing by expanding the use channels of provident fund funds,and give full play to the government’s social security force through multiple channels.Firstly,this paper makes an in-depth analysis of the current situation of housing security financing and housing security policies in Chongqing,and then makes an indepth analysis of the current situation of housing security financing in Chongqing.Subsequently,it is proposed that the housing provident fund can be used to support the development of indemnificatory rental housing in Chongqing,which is feasible in terms of policy system,fund operation,payment collection risk and organizational security.However,there are still some problems to be solved,such as the fund use provisions of the provident fund system,the supervision and management of the indemnificatory rental housing market and the project loan operation mode.The fifth part summarizes the experience and Enlightenment of three points by analyzing the financing of provident fund projects and public rental housing in Beijing and Shanghai.Finally,it puts forward the Countermeasures of housing provident fund to support affordable rental housing in Chongqing,mainly through improving the existing laws and regulations,improving policy support,improving the main body of the rental market and operation supervision,innovating the loan mode of provident fund projects,refining the evaluation mechanism,strengthening the risk guarantee and supervision system and other ways to make it more legal,safe,standardized We should effectively promote the whole process of housing provident fund in the development of affordable housing market.
