The increasingly fierce transportation market competition between high-speed railway and regional civil aviation is gradually becoming the norm,and the air transportation exchanges and cooperation between the two sides of the Strait and regional civil aviation have been gradually strengthened in recent years.The airport high-speed railway three line intermodal project is a very important way for them to strengthen exchanges and cooperation.However,so far,China’s airport high-speed rail three-line intermodal transport is still in the initial development stage,many relevant hardware and supporting infrastructure are not perfect,and relevant intermodal services and preferential charging policies have not been fully established.At present,only a few international air transport enterprises in China have boldly explored and tried a new way to realize the combined traffic operation of international airspace and rail transit line 3 in this small-scale operation range.Generally speaking,air high-speed rail international intermodal transport will take airport passengers to a less busy international airport and then take international flights by themselves.Therefore,it can be said that this can appropriately and effectively reduce their daily travel traffic costs,and this can effectively reduce the traffic risk that busy international airports may often cause long-term passengers to delay flight travel,Make the daily travel process of airport passengers more efficient.Airlines expect their customers to take their flights from some less busy airports to their destinations through air-rail services because air-rail can not only reduce their travel expenses but also the risk of flight delay in busy airports.To encourage the travelers to take air-rail services,airlines,with the assistance of local government,have to subsidize the travelers~9HSR tickets to the less busy airports.It does make sense to subsidize the HSR tickets at the infancy of the air-rail,but this is unsustainable since air-rail will eventually be the regular travelling method.Air-rail services consist of two separate transportations,one is travelling with air and the other is with railway,each of them has its own pricing policy.However,a perfect connection has been established between air and rail with the value of travel time(VTT).A complete pricing model for air-rail services has been made based on VTT and validated on the empirical of the air-rail services in Beijing-Tianjin-Hebei region.It can give some advices on how to price the air-rail services after its normal operation in China.
