Research On The Influence Of Intellectual Property Model City Construction On Level Of Urban Innovation In China

Intellectual property governance is a key part of a country’s innovation and development.As the source of innovation,it is crucial to China’s development of an innovative country and plays an important role in enhancing China’s comprehensive competitiveness internationally.Over the years,intellectual property protection has gradually received more attention,and the government has achieved great results in promoting practical reforms and improving people’s thinking gap.In order to improve the status quo of intellectual property governance in China,governments at all levels have carried out a series of work.One of the most comprehensive and extensive policy measures is to carry out the construction of intellectual property model cities.The purpose is to make the model cities play a leading role and promote deepening development of urban innovation.Can the construction of model cities be used as a source of power to promote the level of urban innovation? How can model city construction realize the role of innovation promotion? This paper believes that it is significant to objectively evaluate the implementation effect of model city construction for the policy improvement and experience promotion of China’s intellectual property governance,and it will help deepen the implementation of the innovation-driven development strategy.Therefore,in response to these problems,this paper uses qualitative and quantitative analysis methods to study the impact of intellectual property model city construction on the level of urban innovation from both theoretical and empirical perspectives,draws research conclusions and puts forward relevant policy recommendations accordingly.This paper firstly sorts out domestic and foreign studies in detail from three parts:intellectual property governance,the level of urban innovation,and the impact of intellectual property governance on innovation level.Secondly,it analyzes the direct relationship between the construction of intellectual property model cities and the level of urban innovation in theory,and explores the mechanism of government innovation input effect,talent element agglomeration effect and innovation vitality stimulation effect,and puts forward relevant research hypotheses.Finally,a multi-period DID model is constructed,and the panel data of 248 prefecture-level cities and above in China from 2003 to 2016 are used for empirical analysis.Model cities are taken as the treatment group and non-model cities are taken as the control group.Parallel trend test and robustness test are designed to verify the reliability of the conclusion.The methods of robustness test mainly include: PSM-DID regression,replacement of explained variables,placebo test,modification of innovation outliers,and elimination of some urban samples.In the analysis of the mechanism of action,the three mechanisms are tested one by one from an empirical point of view,drawing on the idea of ??the mediation effect model.Further,in the heterogeneity analysis,the heterogeneity of the policy innovation effect is verified according to the differentiated characteristics of urban location,urban administrative hierarchy,urban education level and urban innovation basis,and the possible reasons for the different results are analyzed.Through empirical analysis,the following conclusions are drawn:(1)The regression coefficient of intellectual property model city construction on the level of urban innovation is significantly positive,indicating that model city construction has a promoting effect on the level of urban innovation.(2)The test of the mechanism of action shows that the intermediary effect is significant,indicating that the construction of intellectual property model city can achieve the effect of promoting the level of urban innovation through government innovation investment,talent aggregation and innovation vitality stimulation.(3)The policy effects of intellectual property model city construction are heterogeneous according to the characteristics of different cities.From the perspective of urban location,model city construction has the strongest promotion effect on the innovation level of eastern cities,followed by the promotion effect on the innovation level of central cities,and the weakest promotion effect on the innovation level of western cities.From the perspective of urban administrative hierarchy,the promotion effect of model city construction on the innovation level of general prefecture-level cities is significantly higher than that of high-level cities.From the perspective of urban education level,compared with cities with high education level,model city construction plays a stronger role in promoting innovation level in cities with low education level.From the perspective of urban innovation basis,compared with cities with high innovation level,model city construction has a stronger innovation effect on cities with low innovation level.Based on the empirical regression results,this paper puts forward relevant policy suggestions from the following three dimensions: First,promote the selection of intellectual property model cities actively,and improve the multi-dimensional policy system for intellectual property work.Second,improve the multi-dimensional path for the construction of intellectual property model cities to play an innovative role,and take multiple measures to help optimize the urban innovation system.Third,adhere to making the best use of the situation,strengthen the flexibility and inclusiveness of intellectual property work,realize the differentiated development of cities,and strengthen regional division of labor and collaboration.
