Research On Construction Of Innovative City Of Tianjin During The New Period

At the beginning of 21st century, more and more countries strengthen the national innovative system as a national strategy in the process of economic globalization, to strengthen national innovation ability to enhance the international competitiveness. In China's fifth plenary session, it takes "promote independent innovation and building innovation-oriented country" as the national strategy, and then the construction of innovative city quickly become the focus of the governments at all levels and the scholars.As the new strategy of national economic growth, Tianjin made the goal to build innovative city, and then released a series of policy to support the construction of innovative city, the current construction has made great achievements, and for example, innovation ability has enhanced remarkably and innovation environment has also been improved. However, the measures for construction is limited to macro-policy and strategic level, lack of specific construction model and measures connected with the characteristics of Tianjin, which has hampered the pace of construction of innovative city to some extent. Therefore, it has great significance to analyze the construction model and specific measures by analyzing the current innovation ability, and combined with the characteristics of Tianjin.Firstly, this paper summarizes the theories on construction of innovative city from home and abroad, in order to lay a solid theoretical foundation for the whole text. Then analyze the current situation of the construction of innovative city of Tianjin, and make a conclusion about the advantages and the current problems of construction of Tianjin. Thirdly, compare the typical construction model of innovative city from home and abroad, and suggest a construction model "high-tech industry oriented, and with the participation of governments and the market", combined with the features of Tianjin. Then select some appropriate indicators about innovation ability to build a comprehensive evaluation models, and analyze the innovation ability of Tianjin. At last, based on the analysis of construction model and innovation ability of Tianjin, some proposal to improve the construction of innovative city are made in details in order to improve the innovative ability, and to promote sustainable development of the economy and society of Tianjin.
