| With the continuous development of the competitive environment at any time,the competition between enterprises has evolved into the competition between talents.It has become a key activity for enterprises to gain competitive advantage in the competition to make good human resource planning and improve their human resource management capabilities.As an important part of human resource management,human resource planning is the strategic link between strategy and business plan.The goal of planning is also to develop from the prediction and balance of human resource quantity to the balance of human resource capacity.However,due to different bases in the prediction stage,the balance of human resource quantity and quality cannot be taken into account at the same time in the planning process,and the matching degree of enterprise strategy needs to be improved.The human resource planning based on the competency model can make up for the shortcomings of traditional human resource planning in capacity planning by checking and forecasting the enterprise’s human resources.While planning the number of human resources,it also pays attention to the quality planning of human resources.Through the human resource planning,it can promote the overall ability of the organization’s employees and better support the strategy.QH Company is in a critical period of strategic transformation.The contradiction between the original human resource management method and the company’s development strategy is increasingly prominent.In addition,the competition for talents by competitors has led to a serious loss of core human resources of QH Company.It is urgent to carry out scientific and reasonable planning for human resource management to meet the future human resource development needs of the enterprise.Through analyzing and diagnosing the current situation of human resource management of QH Company,this paper finds that the existing human resources of QH Company can not meet the requirements of the company’s strategy on the number and capacity of human resources,so it is urgent to carry out human resource planning.Through the analysis of QH Company’s strategy,this paper determines the planned target posts,and uses behavioral event interview,expert group discussion and other methods to build a competency model for the target posts.Based on the competency model,conduct a talent inventory of the target positions to grasp the current situation of the human resources of the target positions.Based on the competency model,the quantity and quality demand of human resources are predicted,and the internal supply of the target positions of QH Company is analyzed using the Markov transfer matrix to grasp the human resources gap of QH Company in 2022.Finally,the competency model was used to optimize the human resources recruitment and selection,qualification system,training development,performance evaluation and other management modules of QH Company,systematically solving the problems in human resources management of QH Company,and achieving the balance between the quantity and quality of human resources of QH Company. |
