Research On The Management Of H City Government Investment Projects

Since the infrastructure construction has always played an important role in the development of China,H city has carried out large-scale infrastructure construction from2015 to 2020.The construction of government-invested projects helps a lot promotion of social progress and economic development in H City.At the same time,management loopholes of relevant departments have been exposed,which need to be solved urgently.It is not only for strengthening the construction projects management,standardizing the government construction funds and improving the investment benefit,but also for the controlling the corruption and the developing the local economy,the audit of H city government investment began at 2006.More than a decade,audit have played an important role in the supervision of the government investment,and helped to disclose the problems of government investment projects.It is conducive to enhancing the governance and credibility.The research background and significance are explained firstly.In order to emphasize the research goal,research literature in domestic and overseas is analyzed.Research methods used in this study are introduced.Secondly,the current situation of H city government investment project management is introduced,four main management modes of H city government investment project are listed.And then four management effects and are expounded in the management of H city government investment project.There are five existing problems in the management of H city government investment project: standardization of government investment project,management of contract,standardization of materials,equipment procurement and inquiry,review of design change and management of on-site visa,and definition of project owner’s responsibilities.Finally,reasons of the problems including insufficient attention on bidding documents and contracts,weak supervision of participating departments,imperfect internal control system,imperfect supervision mechanism of the main responsible department,and lack of professional management personnel,which always exist in the management of investment projects are analyzed.And several countermeasures are proposed to improve the management of investment projects by the government of H City.
