Study On The Drug Price Supervision And Optimization In Guangdong Province

Drug is a special commodity,which is characterized by strict quality,asymmetric information,passive consumption,life relevance,and public welfare.Its safety and price are widely concerned by society,and drug price regulation is a common practice in the world.Since the founding of the People’s Republic of China more than 70 years ago,the Chinese government has done a lot of work in drug price regulation,and gradually formed a drug regulatory mechanism that conforms to the characteristics of China’s national conditions.As one of the first pilot provinces to carry out drug price reform in China,Guangdong Province has always been in the forefront of drug price reform,and its drug price supervision is highly representative.However,under the new situation,there are still some problems that need to be solved urgently.There is still a long way to go to establish a more scientific and reasonable drug price supervision mechanism.Guided by the theory of government regulation and the theory of collaborative governance,this paper adopts the methods of questionnaire survey and interview,follows the research ideas and analysis context of "status-problems-causes-countermeasures",summarizes the current situation of drug price supervision in Guangdong Province,finds out the problems in drug supervision in Guangdong Province and the reasons behind them,and puts forward targeted countermeasures and suggestions according to the actual situation of Guangdong Province.The research results can provide reference for the optimization of drug price supervision in Guangdong Province under the new situation,and further promote Guangdong Province to accelerate the formation of a more reasonable drug price supervision mechanism,improve the scientific degree of drug price supervision,and effectively solve the problem of high drug prices.The research results show that the drug price supervision system in Guangdong Province is relatively perfect.Since the drug price reform in 2015,the drug price supervision in Guangdong Province has achieved positive results,and the overall drug price remains at a stable and reasonable level.But at the same time,there are also some outstanding problems,such as the rules of conduct on drug prices have not yet been introduced,it is difficult for multiple regulators to form a joint force,the frequency of law enforcement inspection is not enough,the social supervision force is weak,and the illegal punishment is not strong.The causes of these problems are usually multifaceted,mainly focusing on the following aspects: first,the introduction of rules needs to weigh various factors;second,the multiple supervision has its objective factors to consider;third,there are many factors restricting law enforcement inspection;fourth,the social supervision environment needs to be optimized;fifth,the legal system of punishment is not perfect.The following countermeasures and suggestions are put forward: First,speed up the development of drug price behavior rules;Second,straighten out the drug price supervision mechanism;Third,strengthen the law enforcement and inspection of drug prices;Fourth,purify the environment for social supervision of drug prices;Fifth,we will improve the laws and regulations on penalties for drug price violations.
