How to reduce drug costs, the lack of health resources and high medical expenses have become pressing issues for the government to tackle. From leaving the factories to reaching consumers, the circulation of drugs goes through several wholesale price increases, resulting in a high level of drug prices. In recent years, the relevant departments of the government have adopted a series of measures to reduce drug costs, such as separation in the management of drugs, keeping separate accounts, public bid of drug purchase and repeatedly reducing drug prices for twenty times by the National Development and Reform Commission. However, these measures are largely inefficient. Based on the relative economic disciplines and taking into account the current domestic sales pattern of drugs, this article discusses on how the medical institutions can optimize the sales pattern of drugs by analyzing pharmaceutical marketing model in foreign countries and comparing them with domestic models. An empirical analysis is also conducted on the direct supply mode carried out in Wuhan Puai hospital with an aim to reduce drug prices as well as financial burdens on the patients.First the dissertation suggests a more scientific pharmaceutical marketing mode in reference to the advanced domestic and foreign marketing mode, dealing with problems in the pharmaceutical marketing mode of our country, so that the issues of the lack of health resources and high medical expenses could be tackled. The first part of the dissertation describes research ideas and theoretical foundation, mainly the thesis title, the situation of research into the sales of pharmaceutical products, the studies of the sales of pharmaceutical products, research ideas and related theories.Secondly an empirical analysis is carried out on the problems that exist in the purchase and sales of drugs. By comparing with the advanced foreign models, this part analyzes the resource scarcity of the medical and pharmaceutical sales system, the defects in the drug regulatory system, the opportunistic behavior triggered by the failure of regulation, the falsely differentiated market competition in drug circulation, and the information asymmetry between patients and doctors, doctors and drug circulation enterprises. It gives an insight into the problems in the registration and approval of drugs, in pricing, bidding, and low-efficient sales patterns. It also reveals the deep-rooted causes of bubble price setting phenomenon that exist in the sales of drugs. Finally the dissertation gives suggestions to the problems and makes a summary. It offers solutions to the current deficiencies in the sales patterns of drugs and the bubble price setting phenomenon. The construction of new models in the experimental reforms of drug sales is also discussed.The main conclusions of this dissertation:(1) in the long-term, our contry should adopts the reform of our health care costs payment, fixed procurement outsourcing, outpatient pharmacy socialization, zero slip sales, revenues and expenditures to explore various ways to achieve the separation of hospitals and medicines, gradually break the monopoly of public hospitals, to achieve the separation of hospitals and medicines. (2) in the short term, by way of direct medicines supply to reduce the price of medicines plus circulation, determine the primary distribution and secondary distribution business to delivery centralizedly, increase the medicines market concentration under the guidance of government, while strengthen the retail pharmaceutical price management, compensate to medical institutions with the profits of distribution company's in "fixed profit sharing" approach. (3) Actively explore the reform of payment methods, such as the limit of single disease or as DRGs, capitation payment and prepaid and other payment, total of all aspects of governance from the artificially high drug prices, cutting off its existing interests of the chain.
