Latin America is an extension of China’s Maritime Silk Road and an important and non negligible pole of the strategic vision of the "21st Century Maritime Silk Road".With the development of economic globalization,the trade relationship between China and Latin American countries is increasingly close.The following problem,that is,the adverse effect of low efficiency and non facilitation factors in trade,is gradually highlighted.Therefore,it has gradually become the focus of attention between the two regions to reduce the complex procedural and institutional barriers in the process of trans regional trade exchanges,improve economic and trade efficiency,maintain the safe and stable development of economic and trade exchanges,and improve the level of trade facilitation.Based on the perspective of further deepening the economic and trade development between Latin American countries and China,it is of great theoretical and practical significance to explore the impact of trade facilitation in Latin American countries on China’s exports.Based on the definition and essence of trade facilitation and the measurement of trade facilitation level,this paper summarizes the relevant literature.With the help of the Global Competitiveness Report,it selects panel data from 21 Latin American countries from 2006 to 2019,and establishes a complete indicator system to measure the level of trade facilitation,including 4 primary indicators and 11 secondary indicators.Principal component analysis is used to measure the level of trade facilitation,And compare,summarize and analyze the calculation results.The expanded trade gravity model is used to make an empirical analysis of 14 years’data.The trade facilitation level is put into the gravity model as the core explanatory variable of China’s total export trade to Latin America,and the distance between the capital,the tariff rate of Latin American importing countries,the real exchange rate of RMB and other explanatory variables are added to explore the impact of the trade facilitation level of Latin American countries on China’s export trade to Latin America.The study shows that e-commerce and financial service indicators have a greater impact on China’s export trade to Latin America,followed by infrastructure quality and rules and regulations.Based on the analysis of empirical results,specific and implementable suggestions are put forward for trade cooperation between China and Latin American countries.China and Latin American countries need to constantly strengthen connectivity,accelerate the establishment of e-commerce cooperation mechanisms and financial cooperation mechanisms,implement road and port construction assistance to Latin American countries with relatively backward infrastructure,jointly deepen legal cooperation,and develop China Latin American digital trade.So as to improve the trade facilitation level of Latin American countries,jointly promote China Latin America economic and trade cooperation,and increase China’s total exports to Latin America.
