Cost Forecast And Control Research Of Shantytown Reform Project At Eastern Wing Of Baisha Road City

Shantytown reconstruction belongs to not only livelihood project but also urban regional development project.The cost of shantytown reconstruction mainly consists of direct cost of expropriation compensation and indirect cost from levying related work expenditures.At present,the compensations made by shantytown reconstruction projects to housing owners are mainly based on the Regulations on Housing Expropriation and Compensation on State-owned Land issued and implemented on January 21,2011.The document stipulates that the expropriation operators are municipal and county-level people's governments,the housing expropriation department is responsible for the implementation of housing expropriation and compensation,and the construction units are prohibited from participating in relocation activities.The legislative intention of the document was to protect the interests of the levied person and set up a housing expropriation department that has no conflict of interest with the levied person.However,the housing expropriation department did not pay attention to the investment in the shantytown reconstructionproject,in order to achieve the purpose of collection and implementation,various unreasonable compensations may be made,thus increasing the cost of the shantytown reconstruction project.Hence,the control over the project cost appears all-important.From two aspects of theory and practical cases,this paper studied and analyzed the cost control of the shantytown reform project.The shantytown reconstruction project in east wing of Baisha Road is a major urban renewal project to be implemented by Tianxin District Government of Changsha.Taking this project as the research object,with control theory,value appraisal theory and transaction cost theory as the theoretical basis,and by using themain method of target cost management,this paper analyzed the contents of the cost composition of the project,and measured and calculated the cost items according to current policies.As to effective cost control in the process of project implementation,based on cost forecast as well as the key factors of cost fluctuation,the possible problems and causes of cost control of the shantytown reform project were found,this paper analyzed the possible problems and the causes from 6 aspects such as the evaluated price of expropriated houses,the implementation period of project expropriation and expropriation compensation schemes,and put forward corresponding countermeasures,hoping to provide demonstration for the smooth and efficient implementation of shantytown reconstruction projects.This paper has introduced the idea of cost fine management and full flow cost control,emphasized on improving the openness of the shantytown reform project and the policy compatibility,and put forward necessary legal guarantee measures to guarantee smooth implementation of the project.
