Research On Food Stamps In Guizhou Province (1955-1966

Grain coupons are the product of the policy of unified purchase and marketing of grain during the period of planned economy.They are formulated,issued and circulated in order to overcome the shortage of materials under the planned economy system.Grain coupons are mainly food stamps and supplemented by daily non-staple food coupons.As a true portrayal and witness of the special historical period of planned economy after the founding of New China,grain coupons have great research value.Through it,they can reflect the appearance of the era in which they are in,and can also see the development and changes of the era.This paper chooses Guizhou grain coupons as the research object,inspects the circulation,using management and storage process of destruction of grain coupons issued in Guizhou through relevant literature,data collection,periodicals and newspapers.And analyzed the grain coupons’ impact of daily life to people,try to explain that grain coupons play an important role in the policy of unified purchase and marketing of grain.They ensured the daily needs of the residents,stabled social security and ensured the smooth progress of industrialization.In the process of large-scale circulation of grain coupons,they also had a profound influence on people’s daily life style and consumption mentality.They made people form the social consciousness of frugality and compliance with rules.However,some problems inevitably arise in the process of issuing,using and managing grain coupons,there were some illegal behaviors,which had a bad influence on the social atmosphere.In addition,grain coupons,as a symbol of urban identity at that time,blocked communication between urban and rural areas and exacerbated the gap between urban and rural areas.In the social conditions at that time,grain coupons had become a kind of securities,inevitably with a certain degree of monetary color.From a certain point of view,grain coupons played part of the function of money in the market,participated in the exchange or trading of commodities.For a long time,grain coupons were even called the "second currency" of the planned economy.During the planned economy period,grain coupons occupied a pivotal position in the national economy and played a pivotal role.The study on grain coupons can help us understand the planned economy era more deeply.
