Cultivating construction workers is an important measure to improve the overall human capital accumulation accumulation of migrant workers in China’s construction industry,alleviate the shortage of skilled talents,and improve the survival status of workers.Migrant workers in China’s construction industry generally come from rural areas,who are older and have low cultural and professional qualities.They cannot meet the higher requirements of workers’ quality in the era of construction industrialization,and becoming construction workers and enjoying industrial worker benefits is even more unattainable.With the continuous acceleration of the modernization transformation of architecture,China is facing an increasingly serious problem of "shortage of skilled workers".Therefore,it is urgent to cultivate workers in the new era of construction industry.Previous studies have mostly focused on the overall understanding of the influencing factors and driving mechanisms of the cultivation of construction industry workers from a macro level,but these studies are not yet sufficient to promote the implementation of construction industry worker cultivation work.Therefore,it is necessary to explore the specific problems faced by the cultivation subjects in construction industry worker education from a micro level.Based on this,this study intends to select the formal distribution center of migrant workers in the construction industry-construction labor enterprises as the research object,and conduct research on the issues related to the cultivation and participation behavior of industrial workers from the perspective of labor enterprises,in order to provide reference for solving the problem of worker training in China’s construction industry from a practical perspective.Firstly,taking the transformation of construction labor enterprises as the entry point for industrial worker cultivation,based on the framework of planned behavior theory,combined with stakeholder theory and government regulation theory,the research framework for influencing factors of industrial worker cultivation and participation behavior in labor enterprises is determined,and reasonable research assumptions are made and theoretical models are constructed.Through questionnaire analysis and structural model fitting,the results show that the cultivation attitude,subjective norms,and perceived behavioral control of construction labor enterprises as internal factors have a significant positive impact on cultivation intention;Government and market as external environmental factors not only have a significant positive impact on cultivation attitudes,subjective norms,and perceived behavior control,but also have a significant positive impact on cultivation behavior;The positive effect of perceptual behavior control on nurturing behavior is not significant;In addition,cultivation intention is also a key factor affecting cultivation behavior.Secondly,based on the significant positive impact of external environmental factors on the cultivation and participation behavior of industrial workers in labor enterprises,further consider the impact of market preferences on the earnings of labor enterprises,explore the game relationship between local governments and labor enterprises,study the game evolution strategies of both parties under different circumstances,and conduct numerical simulation using Matlab software.The results show that only when enterprises "participate" and local governments choose "incentive" over "non incentive" to obtain incremental benefits greater than 0,or when governments choose "incentive" over "non participation" to obtain incremental benefits greater than 0,can the system evolve to an ideal state of(incentive,participation);Controlling the participation cost of labor enterprises,increasing the profit space after participation,giving labor enterprises appropriate financial subsidies,tax incentives,and taking appropriate negative incentives for negatively participating enterprises are all conducive to achieving optimal equilibrium in the game system.Finally,based on the research results,this paper proposes incentive mechanisms and strategies to promote the cultivation of industrial workers in labor enterprises,in order to optimize enterprise participation behavior and ensure the steady progress of industrial worker cultivation.
