It proposes to promote human-centered new town,and promote the transfer of rural labor to urban-second session of the Second Session of the NPC.As a labor-intensive construction industry,it is one of the main channel to absorb rural surplus labor,construction labor and employment safeguard the healthy development of urban employment of migrant workers can contribute to improve the living conditions of migrant workers,to promote the development of urbanization.Since the reform and opening up,China’s construction boom,the state labor and employment system reform continues,from fixed employment model,to contract,temporary employment pluralism parallel to the "contractor" system fad,now and then as the organized labor points the increasing popularity of packet mode as the main mode of employment in construction enterprises to adopt.But because of policy and regulations are not perfect,poor operating mechanism and other reasons,labor subcontracting system in actual operation,there are still many problems,such as the rights of migrant workers are still not fully guaranteed,wage settlement,education and training,social security and other aspects of the problem is not completely resolved,while "two-layer separation" of the employment system for construction enterprises has brought new management issues,such as migrant workers,poor stability,the construction period is difficult to ensure,for migrant workers lack binding regulatory difficulties,labor costs increased year by year,and so on,not only against the interests of construction enterprises,hindering the development of labor subcontracting market,but also violated the legitimate rights and interests of migrant workers,causing serious negative social impact.From the point of view of construction enterprises,research at the increasing popularity of the organized construction services sub-mode,the construction of migrant workers in the enterprise management problems to Beijing CJ Group as a case study,by analyzing the different historical backgrounds Beijing CJ Group By using the employment model and management system,personnel management and labor under the current dilemma faced by labor subcontracting mode,almost to the point surface,leads to the construction enterprises in the labor and employment widespread problem.And advice from the government level,proposed improving the management status of construction enterprise services strategies.In addition to several management measures have been taken to Beijing CJ Group and some early results,but also for construction companies made other suggestions.Features of this paper is the construction of innovation management labor and employment perspective,based on the status of construction business development,management of migrant workers issues outstanding construction subcontractor labor party mode encountered and to propose appropriate management initiatives.Among them,some of the recommendations have been well applied in the enterprise proved suggestions practicality.In addition,this construction enterprise labor management to resolve problems and promote healthy construction industry rapid development,and promote new urbanization is also important.
