In the current unstable,uncertain,complex and ambiguous(VUCA)external environment,traditional enterprises platform transformation to help create a flat organisational environment,management logic,organisational structure and business processes began to change.Human Resource Business Partner(HRBP)is an important part of the three-pillar HR management model,a new type of position created under the innovation of HR management model,a bridge between HR and business departments,and an important object of the enterprise platform empowerment.Therefore,from the perspective of empowerment theory,it is important to explore the competency characteristics required of HRBPs in platform-based enterprises,and then construct a scientific and reasonable competency model and conduct evaluation studies on the model,which will help improve the efficiency of HRBPs and thus promote the achievement of strategic goals of the whole enterprise.At present,the competency model has become a major management tool for platform companies to cultivate and select talents and enhance their core competitiveness.However,there is still little research on HRBP job competency models in platform-based enterprises,and research on HRBP job competency models based on the perspective of empowerment theory has not yet been found in the relevant literature.The core of this study can be divided into two integral parts:(1)The construction of the competency model,which employs a variety of scientific research methods,including literature research,data analysis,behavioural event interviews,questionnaires and cross validity tests.After determining the principles for constructing the competency model,we conducted a systematic generalisation to ensure the rigour and accuracy of the model.Through the selection of primary indicators,selection of secondary indicators,expert interviews,questionnaire design and distribution,questionnaire processing and model testing,a platform-based HRBP job competency model based on the perspective of empowerment theory was determined.(2)Competency model evaluation study.By using hierarchical analysis and fuzzy comprehensive evaluation method,combined with the establishment of evaluation index weights at all levels,the competency model was comprehensively and fuzzily evaluated.The evaluation system of the platform-based HRBP job competency model based on the perspective of empowerment theory was determined.This model is divided into 3 primary indicators and 23 secondary indicators.The three first-level indicators are environmental empowerment,subject empowerment and object empowerment,while each first-level indicator contains several second-level indicators,and the model is broken down to a more specific and detailed level.Finally,the paper elaborates on how to apply the competency model in corporate practice to enhance the competency level of HRBP and empower the HRBP platform.Recommendations:(1)Recruitment and selection.The competency model should be applied to the recruitment and selection process of employees in business units such as internal transfer,campus and social recruitment;(2)Performance and management.Apply the competency model in career planning and performance management to motivate and retain employees;(3)Training and development.The competency model is applied to the design and implementation of training content and training methods.
