In recent years,with widespread application of internet technology,mode of payment have achieved rapid development,which has greatly affected people’s work and livelihood.Transactions can be carried out online,not face to face,but it is followed by the rise of telecommunication network fraud.Telecommunication network fraud,with the help of internet-technology development,has the characteristics of low cost,wide coverage of victims and high amount involved,which seriously threatens people’s legitimate rights and interests and social security stability.In order to curb the high incidence of telecommunication network fraud crimes and protect people’s property safety,in October 2020,the "cut-off card" action was launched nationwide.It is of positive significance for banks to strengthen the management of telecommunication network fraud from the source and improve the level of account management,while poor bank account management is an important source of the high incidence of telecommunication network fraud.In this paper,the behavior of HZ branch of L Bank is taken as the research object,and the main line is to strengthen account management to prevent telecommunication network fraud.Through a series of investigations and analysis,the problems are focused on operational risk,managerial risk,legal risk and reputational risk,and then to find out the countermeasures.Firstly,the paper uses the method of literature research to sort out the relevant theoretical knowledge such as risk management and prevention of telecommunication network fraud,so as to provide a theoretical basis for the follow-up research.With the help of risk management theory,the research ideas,implementing risk identification,risk analysis and evaluation,risk response,to strengthen the work on account prevention of telecommunication network fraud for HZ branch of L Bank.Secondly,through interviews,brainstorming and Delphi methods,15 risk factors in 4 categories are identified for account fraud prevention of telecommunication network fraud.Thirdly,on the basis of qualitative analysis,AHP is used to get the weight of each risk factor,rank the comprehensive weight of each risk,and divide the risk level according to the ranking results.Finally,put forward the coping strategies for the risk factors analyzed above,and take safeguard measures.Through the research of this paper,it shows the application of risk management in practical work,and new ideas and methods for preventing telecommunication network fraud risk management can also be provided.The coping strategies provided in this paper are practical,and it is hoped that the relevant countermeasures and suggestions will help other commercial banks to prevent telecommunication network fraud.
