Research On Business Environment Optimization Of Hui People Town In Jinling From An Enterprise Perspective

At the 18th National Congress of the Communist Party of China,the State Council proposed to optimize the business environment in order to reduce the burden on enterprises and improve efficiency.The business environment is both competitive and productive,serving as a strong lever and important guarantee for enterprise operation,market operation,and economic development.At the 19th National Congress of the Communist Party of China and the Executive Meeting of the State Council,it was further emphasized that deepening the reform of "streamlining management and serving the people" should be the starting point,and more measures should be taken to "tackle tough issues",continuously stimulating market vitality and social creativity.The 20th National Congress of the Communist Party of China further refined the proposal to deepen the reform of streamlining administration and delegating power,combining decentralization with management,and optimizing services.Build a unified national market,deepen the market-oriented reform of factors,and build a high standard market system.Improve the basic system of market economy,including property rights protection,market access,fair competition,and social credit.The participants in the business environment include two parts:enterprises and the government,with enterprises as the main participants and the government as the foundation builder.The two complement each other and are indispensable.The author believes that the definition of a business environment can break tradition and be summarized from two dimensions.The first dimension can be divided into innate environment and acquired environment.Mount Taishan,a famous scenic spot in China,has witnessed the rise of local tourism.In fact,it has gradually developed in the natural business environment created by Mount Taishan,a "green mountain";The acquired environment is a characteristic environment that many emerging and developing cities strive to create,combining cultural history,terrain,and other aspects of urban development planning to create an environment that is in line with local economic development.Taierzhuang Ancient City is the acquired business environment created by the reclamation and reuse of historical and cultural resources in Zaozhuang,which in turn drives the local economic development of Zaozhuang.Of course,many early industrial city also have the theory of business environment acquired.The most representative is that industrial clusters and industrial chains will inevitably have an impact on local industrial development.The second dimension can be divided into hardware environment and software environment.The hardware environment emphasizes more on creating efficient,convenient,and high-tech service facilities through human,material,and financial resources.Compared to the complex process of manually submitting various materials to apply for a business license ten years ago,now all you need to do is swipe your ID card at the "second batch machine" in the convenience service hall.Software environment,on the other hand,emphasizes a service that cannot be seen or touched,but can deeply affect market entities.It is jointly constructed by the government,society,and enterprises.For four consecutive years,Hangzhou has ranked first in the country in terms of business environment,relying on the unique services provided by various entities.A person in charge of a small and micro enterprise once lamented that to start a business in Hangzhou,you only need to tell the staff your requirements,and then the company will be established.Through a detailed understanding and understanding of the definition of the business environment,enterprises can better identify the difficulties,obstacles,and pain points they are currently facing.On the one hand,starting from the internal needs of the enterprise,multiple forces from the enterprise,government,and society can actively and effectively help enterprises alleviate difficulties.On the other hand,enterprises can effectively utilize market mechanisms,enhance their core competitiveness,inject new vitality into the market,at the same time,they work with the government to consider the market and consumers,and thus play a reverse promoting role in optimizing the business environment.On the basis of consulting relevant literature and works,this paper puts the focus and foothold into the enterprise perspective.Through a questionnaire survey of enterprises in Hui people town,the characteristics of the business environment of Hui people town in Jinling were obtained through the analysis of the questionnaire data,combined with the interview records,we can get the actual needs of the enterprises on business environment optimization,considering the current composition of human resources,Capital Reserve,innovation ability,energy consumption,market demand and other aspects,as the actual situation of enterprise development,extrapolate the possible future development plans of the enterprise.According to the above actual demand and actual situation,from the enterprise,the government,the society three angles respectively put forward the feasible countermeasure proposal and the measure safeguard.From the perspective of enterprises,we should pay attention to their own development and the strength of the Chamber of Commerce.From the government’s point of view,special emphasis on the overall top-level design and long-term planning,including industrial cluster innovation ideas.From a social point of view,the participation of many forces,especially the participation of social capital,should be combined with the digital economy.The core idea of this article is to make the business environment better serve the enterprises,and then the enterprises better promote the optimization of the business environment,so as to base on the new development stage,carry out the new development concept and construct the new development pattern,promote high-quality development.
