Research On The Effect Of Sichuan Province's Policy On The Revitalization And Development Of The Old Revolutionary Base Areas Of Sichuan And Shaanx

With the deepening of reform and opening up,uneven and insufficient regional development has gradually become a major issue that restricts the high-quality development of China’s economy and society.Most of the old revolutionary base areas belong to underdeveloped areas,which is also a key weakness in the coordinated development of regions.In order to further narrow the development gap between regions and comprehensively promote socialist modernization,in recent years,the country has issued a series of policy documents to promote the revitalization and development of old revolutionary areas.In June 2017,Sichuan Province officially implemented policies related to the revitalization and development of the old revolutionary base areas of Sichuan and Shaanxi.So,what have been the achievements since the implementation of the policy? How to scientifically and objectively evaluate this policy effect is particularly important.Firstly,this article combs and summarizes relevant literature and theories at home and abroad;Secondly,the seven major economic indicators of Sichuan Province and counties(cities,districts)in the old revolutionary base of Sichuan and Shaanxi Province from 2013 to2022 were collected and sorted out,and a preliminary analysis of the policy effect was made;Finally,considering the implementation of the revitalization and development policy in the old revolutionary base areas of Sichuan and Shaanxi as a "quasi natural experiment",the research hypothesis was proposed,and based on panel data from 183 counties(cities,districts)from 2013 to 2022,an empirical test was conducted and a scientific evaluation was made on the economic and livelihood effects using the dual difference method.Based on the comparative analysis of policy effects and empirical research results,it is concluded that the implementation of the revitalization and development policy has a positive effect on the improvement of fixed investment level,international balance of payments level,employment level,wage level,and public service level in the old revolutionary base areas of Sichuan and Shaanxi in Sichuan Province,while it has a negative effect on the improvement of industrialization level,government revenue and expenditure level,and consumption level.On this basis,combined with the actual development of the Sichuan-Shaanxi Revolutionary Old Area in Sichuan Province,the following policy recommendations are proposed: First,increase investment preferences to enhance the fiscal revenue and expenditure effect;Second,optimize and adjust the industrial structure,cultivate and expand characteristic industries;Third,strengthen infrastructure construction and improve the level of public services;Fourth,stimulate the vitality of market entities and comprehensively boost consumer confidence.
