Research On China’s Radio Management System Reform

In the digital era,intensely relating to people’s lives,wireless communication technology is widely applied to all aspects of productions and conventions.Meanwhile,the conditions of social problems relating to radio are aggravated abruptly.The supply and demand of radio spectrum resources are tense,illegal radio activities are intensifying,and the dilemma of radio usage is increasingly prominent.Moreover,the basis status and importance of radio in economic activities,technological progress and national security are reasserting themselves progressively.However,there are four major aspects of deficiency in China’s radio management system when exercising radio management power in practice.Firstly,communication barrier between the military and civilian radio management systems is scarcely overcome,resulting in the incapability of radio management system to meet the needs of national defense and security;Secondly,the separation of radio management power between nations and regions leads to radio resource’s mismatch and primary government’s disability of supervision;Thirdly,the departmental decentralization model of radio management power has provoke situations of the obscurity in terms of departments,responsibilities,and powers,which seriously affects the overall utilization of radio spectrum resources nationwide;Fourthly,the support for radio technology is manifestly insufficient.The division of radio management system between military and civilian,center and prefecture,and various departments was formed in the special era of military transition and reform and opening up.It has the nature of emergency transitional measures,but cannot match the radio activity situation and radio management requirements of the new era.Therefore,it is necessary to conduct centralized reform of China’s radio management system.Firstly,the establishment of a national radio coordination agency should be restored,so that military and civilian radio management powers can be interconnected and coordinated;Secondly,the radio management system should be reformed into a vertical framework through merging local radio management power into the central government,empowering independent and professional radio management institutions with radio management power uniformly,and extending management levels for stratified links of radio management;Thirdly,the scattered radio management power in the State Council should be consolidated and practiced uniformly by independent radio management institutions,and meanwhile,smooth and efficient coordination and communication channels should be established between administrative departments and management institutions;Fourthly,in the work of radio’s administrative and technical management,it is necessary to clarify the duties of radio management technical forces and reconsider the design of radio management technical institutions.
