An Analysis Of Radio Management Reform In Inner Mongolia

Public management was a method for public sectors centering on governments to integrate all social forces to strengthen the governments’governance capabilities, improve the quality of government performance and public service, and thus achieve the public welfare and public interests by widely employing the political, economic, administrative and legal ways. As a component of public administration and public affairs, public management focused on regarding the public administration as a profession and the public manager as a practitioner of this profession. Radio management, as one of the governments’administrative functions, applied the political power to manage the radio spectrum resource and radio stations’equipment. In addition, as a governments’functional department, the radio management organization planned and distributed various radio spectrum resources, managed radio stations’equipment, maintained the airwaves’ order and ensured the non-interference of various radio services according to laws.Presently, due to the new science and technology revolution and industrial transformation in waiting, the rapid popularization of mobile Internet and Internet of Things, and the integrated innovation in all industries, new radio applications emerged in an endless stream. However, the structural shortage of radio spectrum resources became severer. Radio spectrum resources’ allocation was transforming from putting the increment at first to taking good advantage of the stock and inputting the increment. These changes and tendency brought serious challenges to the radio management mode in our country and forced the radio management mode to reform and innovate. Through analyzing the fundamental features of the radio management as well as the radio spectrum resources, this paper classified and learned from the radio management modes in the developed countries in Europe and America, summarized the current situation and existing problems in our country and Inner Mongolia, and put forward thoughts and measures in reforming the radio spectrum resources’mode of distribution including reconstruction of the radio management organizations, the strength of relevant laws and regulations, and the construction of the technical infrastructure and people. This research can provide some references for radio management work in Inner Mongolia.
