At this stage, the unbalanced and insufficient development problems in the field of land resources in China, such as emphasis on development rather than protection, quantity rather than quality, and urban rather than rural areas, are still relatively prominent.Hanjiang District of Yangzhou City is an important area where multiple strategies such as Yangtze River Delta integration,Yangtze River Economic Belt,Ancient Canal Cultural Belt and Huai River Ecological Economic Belt overlap and intersect. It is one of the major tasks of Hanjiang District to optimize the land use structure and better allocate land resources to promote the harmonious development of regional economy and ecology in the context of high-quality development. Therefore,in order to explore the methods and paths of how to better allocate the land use structure of Hanjiang District, this paper firstly analyzes the quantitative characteristics, spatial layout characteristics, change dynamics, spatial transfer and the rationality of land use structure of Hanjiang District through transfer mapping analysis method and TOPSIS.Then, under the premise of ensuring the maximum economic, social and ecological benefits of Hanjiang District, the land use structure of Hanjiang District is optimized and adjusted by combining the current situation of land types and the higher level of land spatial planning. The conclusions of the study are as follows:From the current characteristics of land use structure in Hanjiang District, agricultural land accounts for the largest proportion, followed by construction land and the least unused land, among which arable land accounts for the largest proportion of agricultural land. The agricultural land is mainly concentrated in the northern area, and the construction land is mainly concentrated in the central area. From the dynamic characteristics of land use structure in Hanjiang District,Hanjiang District showed a trend that both agricultural land and unused land decreased year by year and construction land increased year by year during the period of 2011-2018.The construction land has the largest change. In terms of the rationality of the land use structure, the highest rationality was observed in 2011;in terms of spatial land class transformation, the net outflow of agricultural land for construction land has the largest proportion, and the most important land class change is the net outflow of arable land for urban villages and industrial and mining land.In terms of the structural benefit characteristics of land use in Hanjiang District, the economic and social benefits as a whole are on the rise, and the ecological benefits are relatively stable, among which,in terms of economic benefits, the focus of land development in Hanjiang District is mainly in the secondary and tertiary industries, while the development trend for the primary industry is not obvious and has a tendency to tilt towards the direction of the tertiary industry.Combining the above historical data and the existing superior planning scheme, the land use structure of Hanjiang District is optimized based on the principles of wholeness and coordination, inheritance and continuity, unity of three benefits,level-by-level control and dynamic balance,in order to achieve the optimized result of "agriculture as appropriate, city as appropriate and concentrated contiguity".Compared with the land use structure in 2018,after optimization, the agricultural land is 26857.51 hectares, down 1.58%;the unused land is 8572.52 hectares, down 0.46%;the construction land is 16720.77 hectares,an increase of 2.05%.Among them, the optimized arable land is 17,442.49 hectares,an increase of 0.46%.Finally,the configuration measures are proposed for the optimization of land use structure in Hanjiang District.
