Research On Collaborative Governance Mechanism Of Common Technology R&D Platfor

The 20 th National Congress of the Communist Party of China pointed out that we should maintain the core status of innovation in China’s modernization drive,concentrate on original breakthroughs in pioneering scientific and technological research,strengthen basic research,and realize high-level scientific and technological self-reliance.As basic research,generic technology can be applied in many fields and is an important part of national innovation.However,the research and development of generic technology is characterized by large investment,long cycle and uncertain income,so it cannot be supported by the strength of a single enterprise.The generic technology research and development platform integrates the dominant force of "official,industry,university and research",which is a powerful organizational form to realize the generic technology research and development.Taking the generic technology R&D platform as the research object,this paper analyzes the constituent body and organizational characteristics of the generic technology R&D platform,and reveals the operating mechanism of the generic technology R&D platform.The generic technology research and development platform is a kind of network organization with the characteristics of knowledge-based organization,which is jointly established by enterprises,governments,universities and research institutes under the pressure of innovation and competition.The platform is composed of multiple sub-platforms,which carry out the research and development,diffusion and commercialization of generic technologies through resource integration.Combined with the development stage and transaction cost theory of generic technology R&D platform,it is found that the generic technology R&D platform has the subject cognition dilemma,the cooperative action dilemma,the benefit distribution and the assessment and evaluation dilemma in the platform construction stage,the platform development stage and the platform maturity stage respectively,and the mechanism explanation of the causes of the related difficulties is made.The collaborative governance mechanism of generic technology R&D platform is constructed from the three dimensions of hierarchical governance mechanism,contract governance mechanism and relational governance mechanism.In view of the difficulties faced by the generic technology R&D platform in the development process,the collaborative governance of the generic technology R&D platform is realized by implementing the combination of dynamic governance mechanisms and strengthening the cooperation and coordination conflicts among the members of the generic technology R&D platform.
