| The rent-seeking behavior of the tenderees of government-invested engineering projects occurs from time to time,,which affects the fairness and justice of the bidding work,and the occurrence of the rent-seeking behavior of the tenderees is relatively hidden and not easy to be discovered.How to quickly and efficiently measure the tenderee’s rent-seeking propensity has become an urgent problem to be solved.Therefore,this thesis focuses on the calculation of the tenderee’s rent-seeking propensity.The main work of the paper is as follows:(1)This thesis defines the concepts of government-invested engineering projects,tenderers’ rent-seeking,and rent-seeking propensity.At the same time,it expounds the applicability of theories and methods applied to the research on the rent-seeking tendency of tenderers,such as rent-seeking theory,grey relational analysis method,cluster analysis method and support vector machine algorithm.(2)Statistical analysis of the influencing factors of the tenderee’s rent-seeking tendency,preliminary extraction and screening,to determine the final influencing factors;The identified influencing factors were identified by factor dimension reduction analysis,there are a total of 11 influencing factors,including the imperfect decision-making mechanism in 3 categories such as laws and regulations,policies and systems.(3)Determine the weights of the factors influencing the final determination of the tenderee’s rent-seeking tendency;Combining the influencing factors and weights,using grey relational analysis and K-means cluster analysis to divide the grades of rent-seeking propensity and determine the thresholds,which are divided into three grades in total:Ⅰ,Ⅱand III;With the help of the support vector machine algorithm of particle swarm optimization,the calculation model of the tenderee’s rent-seeking tendency is constructed.(4)Through the analysis of the target case,it is further shown that the established model for calculating the rent-seeking tendency of the tenderee has certain scientificity and feasibility.On the basis of case analysis,control measures are proposed for the specific situation of the target case.The research on the evaluation of the tenderee’s rent-seeking propensity can determine the tenderee’s rent-seeking propensity and grade.At the same time,the proposal of control measures can reduce the tenderee’s rent-seeking propensity,thereby reducing the tenderee’s rent-seeking behavior.This thesis provides new ideas and methods for the governance of the tenderee’s rent-seeking behavior,and has important guiding significance for improving the management ability of bidding. |
