Since the Reform and Opening, China achieves rapid development in economic construction, so does in the construction field.While illegal activities have begun to spread with the large-scale construction projects,especially in large-scale infrastructure construction, which have great influence on the relationship between the interests of the public and public safety programs in the bidding stage, people tend to be prone to fake bidding,garnished qualified bidders,and illegal sub-contracting and other illegal activities, which are caused by China’s inadequate existing laws,regulations and related facilities on bidding system in the construction market,the parties involved in order to maximize their own interests.It not only leads to corruption, bribery and other unethical behavior, but also impedes the open, fair and equitable competitive bidding environment, hinders the formation and development of survival of construction enterprises in the fittest competition,leads to more potential engineering quality and safety problems. Therefore, the study on the rent-seeking behaviors, genesis of engineering construction bidding stage and finding effective measures for rent-seeking has important significance on building a fair, open and fair bidding market, combating economic crimes and enhancing economic efficiency in practical projects.The paper does a literature review by literature search and data collection for the rent-seeking in construction project bidding phase, and describes construction project bidding for rent-seeking, commission- related theories agents. The paper analysis the four stages of rent-seeking behaviors in construction project bidding stage and eight reasons for rent-seeking for construction projects in bidding phase and twenty-eight rent-seeking prevention measures based on literature research and Expert interviews. On this basis, the paper designs questionnaires on the effectiveness and feasibility of rent-seeking control measures in construction projects bidding phase.Then using variance analysis and quantitative analysis methods to identify fifteen key factors from twenty-eight control measures in construction projects bidding phase, and elaborating the fifteen key control measures. The paper takes Chongqing for example and describes it from the construction projects bidding Trade Center, the legal system management, bidding management- electronic bidding, supervision and punishment, corporate integrity,and proposes control measures targeted for rent-seeking governance recommendations.The paper can be used as basic data management for future research related to the research in the construction project bidding for rent-seeking.Fifteen key factors are designed to specify the relevant government departments improvement of policies and bidding decision support. The status of the bidding market analysis for rent-seeking in Chongqing and the advantages and disadvantages of the development on Chongqing bidding market have a great practical and theoretical significance.
