Since 2016,the United States has not only maintained a large surplus in service trade between China and itself,but also frequently imposed restrictions on China’s science and technology innovative enterprises by restricting the import of relevant services and equipment and blacklisting them in the name of "intellectual property protection".The content of trade friction between China and the United States has gradually expanded from manufactured goods to trade in services represented by intellectual property rights,telecommunications and computer services.In the background of intellectual property protection,with the rapid development of emerging technologies such as artificial intelligence and cloud computing,the urgency and importance of scientific and technological innovation to realize the "leap" of service trade competitiveness are increasingly prominent.In the future,if we do not pay attention to the key role of scientific and technological innovation and intellectual property protection in the competitiveness of service trade,it will be difficult to complete the transformation from "service trade power" to "power of service trade".By combing the comparative advantage,technology gap and global industrial chain theory,this paper starts from the three main mechanisms of scientific and technological innovation affects the competitiveness of service trade,namely the expansion of trade scale,structure optimization mechanism and GVC status promotion mechanism,besides tells the mechanism of intellectual property protection affects the competitiveness of service trade,namely resource allocation mechanism,incentive mechanism and inhibition mechanism.This paper discusses the action path of scientific and technological innovation and intellectual property protection affecting the competitiveness of service trade,and puts forward the corresponding assumptions.To verify whether the proposed hypothesis is correct or not,select the top 40 major economies of global service trade volume as the research object of this paper.By performing the regression by using a dual-fixed utility model,it is found that scientific and technological innovation significantly improves the competitiveness of service trade;By grouping the sample to developed and developing economies,it is found that scientific and technological innovation promotes the competitiveness of developing economies in service trade is slightly higher than that of developed economies;By introducing the cross-over term,it verifies that the intellectual property protection negatively regulates the competitiveness of scientific and technological innovation and service trade;By applying the threshold regression,among different intellectual property reserves,the difference of the influence of scientific and technological innovation on the competitiveness of service trade among different intellectual property reserves is verified,that is,the existence of the threshold of "intellectual property protection" is verified.Based on the current situation of service trade and service trade competitiveness of China,we put forward the following policy suggestions:First,promote the competitiveness of technological innovation to empower service trade,strengthen the intellectual support of technological innovation talents while accelerating the digital process;Second,improve and apply the intellectual property protection system,not only pay attention to improve the intellectual property law and policy system,but also improve the effectiveness of intellectual property transformation. |
