Research On The Development Of New Cooperatives Under The Background Of Rural Revitalization

The new cooperative is an effective organizational form for the development of moderate scale operation and modern agriculture under the conditions of market economy,which is conducive to improving the level of agricultural science and technology,improving the scientific and cultural quality of farmers,and improving the comprehensive agricultural management efficiency.The practice shows that the progress of modern agricultural economy can not be separated from the support of new cooperatives.The continuous circulation of land,the innovation of agricultural science and technology,the reduction of farmers’ annual production and the cost of entering the market transactions all depend on the development of new cooperatives.The development of new cooperatives has laid a foundation for high-quality agricultural development.However,in the process of developing the new cooperative,D City is also facing difficulties and problems.How to further rationalize the operating mechanism of the new cooperative and promote it to play a greater role has become an important topic for D City Government.This paper adopts the methods of investigation,interview and case study to deeply study the development of new cooperatives in D city on the basis of systematically combing the development process of new cooperatives in D.First of all,it describes the research background and significance,summarizes the current situation of relevant research,and explains the writing ideas,research methods,innovation and deficiencies.Secondly,the concept of cooperatives and new cooperatives is analyzed in depth,and the theory of public policy,government governance,government functions and other theories are studied in depth.Then,it deeply studied the policies,funds and training measures taken by D city to vigorously develop new cooperatives and the related work results.Then,through individual interviews,we found that in the process of developing new cooperatives in D city,there are some problems such as lack of operability of individual policies,low management service level,insufficient element support,and low level of publicity and training.The main reasons are the lack of targeted supporting policies,the problem of multiple management of the government,insufficient element supply,and weak awareness of publicity and training.Aiming at the current problems related to the promotion of farmers’ professional cooperatives by the municipal government,this paper puts forward concrete and feasible countermeasures and suggestions to promote the development of new cooperatives,such as giving play to the role of policy guidance,giving play to the role of government management and service,strengthening the support of development elements,and strengthening publicity and training.The countermeasures and suggestions put forward in this paper can provide some reference for the D municipal government and even the municipal governments of other provinces and cities on how to promote the development of farmers’ professional cooperatives in terms of formulating policies,strengthening management,element support,publicity and training.
