In response to complex and changeable dynamic environment and grasp market opportunities,enterprises need high-quality and highly skilled talents.In the construction of future competitiveness,they rely more on creative talents.Only by constantly improving the concept,system and mechanism of human resource management based on the qualification management system can we better cultivate the knowledge and skill innovation and creativity of organizational personnel and lay the foundation for the sustainable development of enterprises.But in the real situation of the normal operation,the landing practice of human resource management exists lots of issues,so in this environment,the qualification management system is gradually implemented in the company.Based on the fully research related to career development and qualification of management standards,based on the theories,through the J company human resources management current situation and problems of the optimization design qualification management system.First,the employee’s development and qualification management system a lot of research on related theory,mainly including job interview assessment standard is not unified,the training effect is not ideal,performance appraisal index set is not science,such as the limited employee career development,It is concluded that it is necessary and urgent to introduce the management system of employee qualification based on career development.Second,by combining the long-term strategic development goal and current business focus of J Company to become "the industry leading automation and information solution provider",the design principles of the qualification management system are established.Establish the management organization of the qualification management system,clarify the responsibilities of organizations at all levels,jointly promote the optimization design of the qualification management system;Through the department responsibility sorting,post sorting,post value evaluation,etc.,grade classification,grade classification,design of staff career development based on the qualification development channel,Finally,the qualification standards and requirements are clarified,and the qualification certification and evaluation are carried out.Third,the qualification management system based on professional development with the HR management dealing with hiring and resigning,personnel training and development,compensation system and performance management module,the combination of qualification management system is expounded in the employee career development,ability to ascend,enterprises play the positive role of talent training;Then it analyzes the safeguard measures of J company’s implementation of the qualification management system from the aspects of organizational process guarantee,cultural guarantee,system guarantee and incentive guarantee,puts forward its own ideas and ideas,and clarifies the establishment of the qualification management system.It has laid a solid foundation for improving the company’s human resource management effect,standardizing employees’ work behavior and clarifying employees’ career development channels.The research of J company’s qualification management based on career development broadens the career development channel of employees,and is benefit for the company’s human resource planning,positional location,recruitment,training,salary management and performance management.At the same time,this study enriches the case base of the qualification management system research,and has certain reference value for enterprises in the related fields of the practice of the qualification management system.
