| The innovation-driven development strategy requires the formation of a scientific and effective incentive mechanism for scientific research personnel,and the establishment of a sustainable and passionate scientific research talent team.State-owned scientific and technological enterprises are the main force of my country’s scientific and technological innovation,and an important supporting force for the smooth implementation of the "14th FiveYear Plan" and the achievement of the two-step strategic goal.In 2016,the State-owned Assets Supervision and Administration Commission formulated the "Interim Measures for Equity and Dividend Incentives of State-owned Technology Enterprises" to encourage the improvement of the incentive system and establish an enterprise incentive mechanism including dividends from scientific research personnel projects.As an important way to participate in the distribution of production factors such as knowledge and technology according to their contributions,project income dividends are an effective way for enterprises to achieve innovative guidance and longterm incentives for the work of scientific researchers.Therefore,how to establish an incentive mechanism for scientific researchers from the perspective of income dividends is an important issue that my country’s state-owned science and technology enterprises need to explore at this stage.In the face of the new situation and new requirements,this paper mainly studies the incentives of income and dividends for scientific research personnel of state-owned scientific and technological enterprises.Firstly,on the basis of sorting out the dividend incentive policy,the characteristics and incentive status of scientific researchers are analyzed,which provides a basis for the construction of the model;secondly,According to the characteristics of researchers,combined with relevant national policy documents,and based on contribution-oriented sorting and screening indicators,the research team and scientific research personnel evaluation index system was established respectively,and the project was constructed based on the network analysis hierarchy process and matter-element extension method.Income dividend incentive model;then take the T project as an example,use data to measure and analyze the calculation results,and verify the effectiveness and feasibility of the income dividend model;finally,the key to the implementation of the project income dividend incentive From the aspects of project incubation platform construction,new scientific research personnel training mechanism and income dividend incentive management mechanism,relevant supporting mechanisms are designed for dividend incentives,forming a scientific research personnel incentive system to ensure the effective implementation of scientific research personnel project income dividend incentives.Based on the principle of equivalence between income and contribution,Based on the principle of equivalence between benefits and contributions,this paper explores the dividend incentive mechanism for scientific research personnel in state-owned technology enterprises,and establishes an evaluation system for scientific research teams and scientific research personnel from the perspective of value contribution.The network analysis hierarchy process and matter-element extension method are applied to construct the incentive model.The evaluation index system and model enriches the research on project income dividend incentives,provides a model for state-owned technology enterprises to carry out project income dividend incentives,and proposes new ideas for improving the enthusiasm of scientific and technological talents and stimulating innovation initiative.theoretical and practical significance. |
