Rural finance is the foundation of economic development in rural areas.As an important part of the rural financial system,cooperative finance in rural areas is of great significance for increasing farmers’ income,accelerating agricultural modernization,and solidly promoting the implementation of the rural revitalization strategy.In China,rural credit cooperatives,the traditional cooperative finance,has undergone serious alienation in the early years.Therefore,supply and marketing cooperatives,as the part of cooperative economic organization,are appointed to participate in cooperative financial services in rural areas as their mission.In 2015,the CPC Central Committee and the State Council issued the Decision on Deepening the Comprehensive Reform of Supply and Marketing Cooperatives,which put forward specific requirements for supply and marketing cooperatives to steadily participate in cooperative financial services in rural areas.After more than ten years of development,supply and marketing cooperatives have actively engaged in cooperative finance in rural areas by the aid of their own organizations and network,thus accumulating a lot of valuable experience.The participation of supply and marketing cooperatives in cooperative financial services in rural areas is an important measure to deepen comprehensive reform,which is conducive to improving the comprehensive cooperation of “trinity”,strengthening their own economy and service capabilities.At the same time,it can further activate rural funds,and keep funds in rural areas,which can block the net outflow of rural funds,and make farmers more accessible to credit.Supply and marketing cooperatives have improved the market competitiveness of cooperative finance in rural areas,and then effectively improved the financing environment and financial service,thereby promoting the continuous innovation of financial products.Supply and marketing cooperatives can also promote the integration of cooperative financial systems and construction of a diversified rural financial system.However,the supply and marketing cooperatives still faces problems such as unclear legal status,lack of departmental linkage,and prominent participation methods in an indirect way.This paper,at first taking G county as an example,summarizes the various problems of the participation of supply and marketing cooperatives in cooperative financial services in rural areas from the perspective of participatory governance theory.Secondly,the reasons for the problems of supply and marketing cooperatives are comprehensively analyzed from four aspects: financial system,institutions,the degree of understanding,and financial risks.Finally,measures and suggestions on the existing problems are given.At the guidance of the participatory governance theory,this paper studies the problems on the participation of supply and marketing cooperatives in cooperative financial services in rural areas.It aims to apply the theory to practice,and solve the practical problems through theory,which not only enriches the theoretical connotation of participatory governance theory,but also provides certain enlightenment for supply and marketing cooperatives to participate in cooperative financial services in rural areas according to local conditions.What’s more,it effectively improves the cooperative financial services in rural areas,and explores new ideas for the rural revitalization by means of financial services. |
