Engineering ethics,as the main content of ensuring human health and well-being,promoting the sustainable development of the ecological environment, and promoting the development of engineering for a better future of society, has gradually become inseparable from the engineering industry.Ethical issues in the civil engineering industry are closely related to all parties involved in the construction of engineering projects, and consideration of the ethical behavior of all parties in civil engineering is conducive to enhancing the understanding of engineering ethical behavior. At present, the willingness of all parties in civil engineering to implement engineering ethical behavior is not clear enough, and the research on the willingness of engineering ethical behavior of all parties is not in place. This paper conducts a theoretical analysis of the current ethical behavior problems and influencing factors in the civil engineering industry through the research method of grounded theory, and conducts an empirical analysis on the influencing factors of the willingness to engineering ethical behavior using questionnaires and structural equation modeling(SEM).First, the five key factors obtained from grounded theory research:behavioral attitude, exemplary norm, imperative norm, perceived behavioral control, and moral obligation, construct a research hypothesis model of engineering ethics behavior intention.Secondly, using the expanded theory of planned behavior(TPB)combined with mature scales to design the items of this research scale, using SPSS26.0 to analyze the reliability and validity of 208 valid data questionnaires collected from the survey. Finally, using AMOS24.0 to establish a structural equation model to verify the research hypothesis, the results show that: prescriptive norms, demonstrative norms, and perceived behavioral control have a significant positive impact on the engineering ethics behavior willingness of civil engineering practitioners, and the engineering ethics behavior willingness It has a significant positive impact on engineering ethical behavior. This research enriches the connotation of engineering ethical behavior and expands the application scope of the theory of planned behavior, and provides a new perspective to understand the engineering ethical behavior of civil engineering practitioners. At the same time,by analyzing the influence path of engineering ethics behavior willingness,it provides reference for improving the ethical behavior of employees in the civil engineering industry.
