| The textile and apparel industry is the pillar industry of Chaonan District,Shantou,and the dyeing and printing industry is an indispensable part of the textile and apparel industry chain.In order to control the pollution of the Lianjiang River,the Chaonan government built a dyeing and printing industrial park,in which all the dyeing and printing enterprises gather,realize the transformation and upgrading of the dyeing and printing industry and drive the green development of the whole textile and apparel industry.However,by the influence of the complicated and changeable macro-environment,the imperfection about the infrastructure construction and policy planning of the government,and the lack of growth drivers for enterprises,the dyeing and printing enterprises face many practical problems in the early stage of the Chaonan government-led dyeing and printing industrial cluster.On the basis of literature review,this paper expounds and summarizes the influence of government behavior on industrial clusters and enterprises.With interview method,the author conduct depth interview with some Chaonan government staffs and an enterprise operator whose company has moved to the dyeing and printing industrial park to realize the developing status and the influence of government-led dyeing and printing industrial cluster as well as practical problems the enterprises faced at this stage.By the analysis of enterprise case,this paper draws three conclusions.Firstly,scientific and appropriate intervention from the government on industrial cluster is conducive to cultivate a high quality industrial cluster and keep its competitive advantage.Secondly,the enterprises face many practical problems in the early stage of government-led industrial cluster,including the adverse effect of the complicated and changeable macro-environment,the operational difficulty caused by the imperfection about the infrastructure construction and policy planning of the government,as well as the exist problem of its own.Thirdly,facing the exist problem in the early stage of government-led industrial cluster,the government must take action to strengthen safeguard of the production factors,promote the reasonable distribution of upstream and downstream of the industrial chain,improve public service and intermediary services as well as enhance the innovation ability of industrial cluster.Meanwhile,the enterprises also must pay more attention to training of professional talents,scientific and technological innovation as well as development strategy programming to overcome the adverse effect of the changeable macro-environment and enhance competitiveness.Finally,specific countermeasures and suggestions are offered for government and enterprises respectively to realize the high quality development of industrial cluster. |
