As a globally recognized clean and renewable energy,hydropower is strongly supported and valued by China with its unique advantages of clean and renewable energy.The development of hydropower projects has brought multiple benefits,which has important strategic significance for promoting the development of the Yangtze River economic belt,optimizing the energy structure,promoting energy conservation and emission reduction.Large hydropower projects often involve many complex stakeholders because of their complex construction and multiple comprehensive benefits.On the one hand,the smooth implementation of the project depends on the support of stakeholders;On the other hand,due to the differences in interest demands,stakeholders will take different actions from their own perspective to maximize their own interests.The behavior of stakeholders has many uncertainties,and these behaviors will have interactive effects in the complex relationship network,which will eventually bring great uncertainty to the development and construction of hydropower projects.Therefore,it is necessary to study the behavior risk relationship of stakeholders in large-scale hydropower projects.Based on this,this paper uses the social network analysis method to clarify the interactive influence relationship of behavior risk of stakeholders of large-scale hydropower projects,quantitatively analyze the influence of different behavior risk factors in the risk network,identify the key behavior risk factors and risk relationship in the network,and put forward risk countermeasures accordingly.(1)Firstly,this paper discusses the related concepts of risk management of large-scale hydropower projects,and defines the behavior risk of stakeholders of large-scale hydropower projects.(2)Through the combination of literature review and expert interview,the stakeholders of large-scale hydropower project are defined,and the behavioral risk factors that affect the success of the project are identified through the combination of theoretical analysis and practical experience.Based on this,an evaluation index system including 9 stakeholders and29 behavioral risk factors is constructed.(3)According to the three steps of "Determining Boundary-determining relationship-visualization and data analysis",this paper constructs the behavior risk transmission network model of stakeholders of large hydropower projects,selects the corresponding measurement indicators from the overall network level and individual network level,and integrates the analysis results of the overall network and individual network to identify the key behavior risk factors and risk relationships in the network.(4)Taking Chongqing major JL hydropower project as an empirical case,the feasibility and effectiveness of the behavioral risk transmission network model are verified.The results show that the behavioral risk transmission network model constructed by SNA can quickly identify the key behavioral risk factors that play an important role in the network,and the calculation results are in line with the reality;After the targeted governance of key risk factors and key risk relationships,the relevant indicators of SNA are used to test the effect of risk control.It is found that controlling key risks can effectively reduce network risk.The behavior risk transmission network model of stakeholders in large-scale hydropower projects constructed in this paper aims to objectively describe the interactive relationship between behavior risks,help project practitioners better identify key risks and their impact relationship,so as to improve the efficiency of risk management and the success rate of largescale hydropower projects. |
