Abstract/Summary:
With the sustainable development of China’s real economy,scientific and technological level,scientific and technological innovation,the supply pressure of urban land resources is also increasing,ecological environment pollution and resource depletion problems become more and more significant,the importance of the comprehensive land remediation of the whole territory also significantly more.among them,the inefficient land use regulation is the focus of the comprehensive land remediation of the whole territory,and relieve the contradiction between provision and requirement of land resources,an important way to improve the territorial space layout.So,in order to further achieve the objectives of land intensive usage,it is important to research the potential for improvement of cities and towns low efficiency land,promote the efficient use of urban construction sites,and carry out urban inefficient land redevelopment in an orderly manner.In Xiangyang city part of the city(Xiangcheng District,Fancheng District,High-tech District,Dongjin New Area and Yuliangzhou Development Zone)as the study area,combining with the regional present situation and characteristics,using Arc Map10.5software map towns inefficient land use status quo study of its status quo analysis,to get its differentiation status,reveal the distribution of Xiangyang inefficient urban land use,Based on the actual situation,the low-efficiency land in urban areas of Xiangyang city is divided into three functional zones(commercial,residential and industrial zones):(1)Calculate the scale and economic potential of inefficient land use in cities and towns;(2)Statistical analysis of the calculated data;(3)The Natural Breaks is used to divide the potential regions and Origin 2021 software is used to map and analyze the characteristics of each potential region.Comprehensive the research results,it provides decision-making reference for government departments to formulate the regulation strategy of inefficient urban land use.The following is the main research conclusion:(1)Xiangyang city has great potential for urban inefficient land regulation and heavy task for reconstruction and development.The total absolute scale potential of the 533low-efficiency land plots estimated in the urban area of Xiangyang is 2607.19 hectares,and the relative scale potential is 55.29 percent,which is more than half of the current land scale.The economic potential is 12,085,556 million yuan,and the economic potential of unit land is 25.4647 million yuan per hectare.Among them,inefficient industrial land has the largest potential space,with the relative potential reaching 75.14 percent.The economic potential of inefficient commercial land after reconstruction and development is the highest,and the unit economic potential value reaches 260,004,000 yuan per hectare.(2)The focus of regulation should be placed on the central area of Fancheng District and Xiangcheng District where the middle and high potential areas are concentrated,as well as the part bordering the High-tech District and Fancheng District.(3)The following policy suggestions are put forward in view of the problems existing in the remediation of inefficient urban land: improve the legal and policy system(scientifically formulate national land space planning,stabilize the basis for project implementation;establish an exit mechanism for inefficient land to release land policy dividends),standardize work coordination mechanisms(strengthen departmental Cooperation,streamlining the project approval process;improving the management system and building a long-term service mechanism),improving the level of security services(increasing the guarantee of elements,promoting the main body to be proactive;establishing an accountability mechanism to reasonably supervise project implementation),innovative project technology research(improving evaluation system to explore future development potential;step up technical research to improve land use efficiency).
