Research On The Optimization Of "City Brain" Construction In Lishui Under The Background Of Intelligent Governance

In recent years,the information construction of major cities in the world is in full swing.Big data,Internet of Things,artificial intelligence and so on have been developed greatly,which have brought great changes to people’s lives and work.With the continuous reform and improvement of the urban governance model,the intelligent urban governance model is also constantly infiltrating into the government work.In the report of the 19 th National Congress of CPC,it’s clear that "Digital China" is taken as a goal.In the new historical period,deepening the development of a new type of intelligent city based on the background of intelligent governance will help to enhance the efficiency of government management,improve the quality of social public services,and enhance the sense of well-being,identity and security of citizens.The construction of "urban brain" represents the new development direction in the intelligent urban governance,and it is also the highest level of the intelligent development of urban governance at present.This paper studied the construction of "urban brain" in Lishui City.First sorts out and summarizes the theoretical research on the construction of "city brain" under the background of intelligent governance.Then,it combs the construction of "city brain" in Lishui,and summarizes the role of big data in the implementation process.On this basis,it focuses on the factors such as insufficient transformation of the traditional role of the government,the overall planning of platform construction not enough,the positioning of the application center not clear enough,lack of collaborative intelligent governance mechanism,the backward system guarantee for intelligent governance,etc.,and analyzes the causes to these problems.Finally,it puts forward the corresponding solutions,including changing the role of the government to respond to the needs of residents,improveing the foundation of "urban brain" platform construction,promoting the regional sustainable development model,building a multi-agent collaborative governance mechanism,strengthening and optimizing the guarantee mechanism,etc.,and looks forward to the future development direction of urban governance led by "city brain" under the background of intelligent governance.
