From 2017 to 2020,the number of motor vehicles in Xi ’an increased sharply from 2.5 million to 4.2 million,while the city’s population increased by 4 million.However,the speed of the construction of parking lots and the number of planned parking berths are far behind the increasing number of motor vehicles,unable to meet the parking needs of car owners,and the social problems of traffic congestion and increasingly high parking charges are becoming increasingly prominent.In order to alleviate the problems such as parking difficulties,Xi ’an city optimizes the efficiency of resource allocation based on the concept of sharing economy and carries out berth sharing project.Based on theoretical analysis and practical investigation,this study focuses on the implementation status,existing problems and causes of berth sharing project in Xi ’an,and puts forward targeted policy suggestions.Based on stakeholder theory and collaborative governance theory,this study tries to construct a theoretical analysis framework of berth sharing project,and determines four governance subjects,including government management department,car owner,parking provider and parking manager,based on the principle of interest correlation.The frameworks such as the approval price,collaborative governance mechanism and information feedback mechanism on the supply side of berth sharing and the fee payment and berth reservation,service optimization mechanism and social credit mechanism on the demand side are constructed.Based on the policy analysis,Xi ’an Berth sharing project has experienced the concept introduction stage(2015-2017)and rapid development stage(2017-present).Through the linkage of multiple departments,the management of berth sharing has been promoted,the existing parking spaces have been transformed to increase the supply of shared berths,and the multi-channel publicity has been carried out.Promote the berth sharing policy,establish a penalty mechanism for berth sharing breach of contract,and use information technology to build a service platform to promote the implementation of berth sharing projects.However,on the basis of the questionnaire survey and depth interviews,there are still problem in the sharing of parking spaces in Xi’an,such as poor information exchange on parking demand and berth supply,inadequate publicity for berth sharing,irregular management of berth sharing and parking,the restrictions on the phenomenon of overtime supply the shared parking.Enterprises and institutions have problem such as highly vacancy rate of berths during non-working hours,and serious problems of car owners parking indiscriminately at night.Based on the above reasons,there are reasons such as unclear rights and responsibilities between management departments,inappropriate government supervision measures,ineffective policy implementation,and imperfect functions of the big data information platform in the berth sharing governance.Finally,in order to further promote the berth sharing project in Xi’an,it is necessary to optimize the collaborative management mechanism of berth sharing projects,establish a service optimization mechanism for shared berths,establish a formal approval and reasonable pricing mechanism for the berth sharing industry,and establish a credit penalty mechanism for the public service industry,and Establish a city-level information-based big data management and operation platform in Xi’an.
