Promoting the reform of the endowment insurance system towards the coordinated governance pattern of multi-level system is an important content of the high-quality development of our multi-level social security system in the new era.At present,in the face of systemic impacts such as the global financial crisis,anti-globalization,COVID-19 and digital technology revolution,governments of all countries have strengthened the mixed strategy of regulation and fiscal expenditure on the pension insurance system,attempting to adjust these conflicts and contradictions through the role of policy levers,so as to create favorable conditions for the reform and governance of the pension insurance system.In our country,the reform and governance of pension insurance system not only faces the traditional regional segmentation derived from local interest game,the distribution problem of system fragmentation embedded in social stratification,and the lack of continuous cohesion channel at each level exclusivity pattern.It also faces the changes of external economic and social environment,such as the reduction of market welfare due to the contraction of economic growth in the new era,the change of employment structure in the labor market,the impact of individual on traditional social relations,and the penetration of the new trend of international pension system reform.In the face of these risks,the reform of our endowment insurance system has become a social policy subject worthy of high attention.In this paper,the author adheres to Marx‘s dialectical materialism and historical materialism.Under the guidance of the strategy of modernization of the national governance system and governance capacity,combined with the realistic difficulties faced by the construction of our multi-level endowment insurance system,the reform of the endowment insurance system is embedded into the orderly and coordinated development of the social system(including economy,society,culture,population,etc.).By expanding a theoretical framework for the collaborative governance of the endowment insurance system and centering on the collaborative governance relationship between the endowment insurance system,labor market,financial market and tax policy,relevant experience analysis and international comparative research are carried out.On the whole,the paper first tentatively constructs a theoretical framework of multi-level endowment insurance system collaborative governance composed of four core elements,such as the party and government system,social system,regulation strategy and risk factors.Then,it examines some key issues restricting the reform and governance of multi-level pension insurance system in the current and future,that is,how to mitigate the financial sustainability of the fund and the adequacy risks of pension treatment for the elderly through the interaction of public and individual pension insurance? How to design tax policy to promote the expansion of commercial endowment insurance? How to promote the reform of pension fund to promote the innovative development of aging finance?Specifically,in the second chapter,the author focuses on the achievements and challenges of Chinese multi-tiered endowment insurance system reform and governance,systematically combs out the stage characteristics of Chinese endowment insurance system reform and governance since the reform and opening up,and summarizes the reform and governance trend from the aspects of governance subject,objects,tools,ideas and risk,and extracts important achievements.Then,combined with the systematic challenges and risks faced by the current economic and social development and international environmental situation,it concludes the institutional obstacles that restrict the coordinated governance of our multi-level endowment insurance system.In Chapter 3,the author further analyzes the relevant theoretical basis and practical basis for constructing the framework of multi-level collaborative governance of the endowment insurance system in China,and analyzes the risk factors and regulation factors in social policies in turn,and clarifies the mechanism of their effects on the reform and governance of the endowment insurance system from the perspective of collaborative governance.Finally,a multi-level theoretical framework of cooperative governance of endowment insurance system is formed,which is composed of four basic units,such as party and government system,social system coordination,regulation strategy and risk factors.In Chapter four to chapter seven,the author will focus on the three important aspects of the current multi-level endowment insurance system collaborative governance,and carry out the international experience of combing.The fourth chapter is based on the current multiple challenges of the aging population and economic growth decline.Based on the practical background of pension insurance system parameter adjustment,labor supply contraction,fiscal subsidy adjustment,state-owned capital transfer and individual pension system implementation,it constructs the system dynamics policy simulation model.Investigate the interaction between basic endowment insurance and individual endowment insurance on fund finance sustainability and pension treatment adequacy guarantee efficiency.The fifth chapter analyzes the evolution of Chinese commercial endowment insurance system and explains the reform logic of Chinese commercial endowment insurance in the past period based on the pressure of wage income growth in the labor market.In addition,based on the data of China Labor Force Tracking Survey(CLDS)and the empirical data of 76 cities in China,the paper empirically estimated the effects of Chinese residents‘ income growth pressure,employment structure and their simultaneous effects on their purchasing behavior of commercial endowment insurance.Chapter six deeply analyzes the circumstances and challenge of the aging population,the pressure of capital shortage and the realistic situation and challenge of the pension savings in our country,and unifies the model and the stage course of the reform of the pension fund of OECD countries.Of course,the reference absorption of the international experience is still an important methodology for the theoretical and practical innovation of the endowment insurance system,so the author finally analyzes the international experience around three aspects in the seventh chapter.Chapter 8 is the final chapter.Based on the empirical analysis and international experience,the author puts forward some suggestions on the system optimization and policy improvement of the multi-level endowment insurance system collaborative governance.In general,the main innovation or marginal contribution of this paper may be in the following three aspects.Firstly,from the perspective of research,it breaks through the traditional multi-tiered research on the reform of the endowment insurance system,which has been confined to the internal structural relationship of the system or the investigation of a single level for a long time,and inserts the reform of the endowment insurance system and its influence into the coordinated development of the social and economic system.Secondly,in terms of theoretical framework,it constructs a theoretical framework of multi-level endowment insurance system collaborative governance including risk and regulation factors,which enricfies the theoretical understanding of multi-level endowment insurance system reform and governance in our country.Third,in the aspect of empirical conclusion,the article focuses on the current and future constraints of the multi-level endowment insurance system reform and governance of some empirical problems,behind these empirical analysis and conclusions,It involves the interaction between public and private pension insurance,tax policy optimization,labor market regulation,financial market structure and residents’ financial literacy and behavior,which involves the path optimization of coordinated and mixed reform and governance from many sides. |
