| With the rapid development of urbanization and the rapid growth of the population in my country,the contradiction between the supply and demand of urban infrastructure has become increasingly prominent,and the infrastructure gap needs to be solved urgently.The initial investment cost of urban infrastructure is high,and it is difficult for local governments to independently afford the cost of building urban infrastructure.Introduce the PPP(Public-Private Partnership)mode in urban infrastructure,which can effectively solve the problem of financing difficulties in urban infrastructure construction,while improving operational efficiency and quality.Quasi-operational urban infrastructure is a type of urban infrastructure with the characteristics of a large investment scale,long capital recovery period,and many participants,which makes the social capital selection of quasi-operational urban infrastructure PPP projects the primary problem for the government to improve infrastructure.Therefore,it is of certain theoretical and practical significance to study the social capital selection of quasi-operating urban infrastructure PPP projects.This paper focuses on the three core issues of social capital selection: establishment of an evaluation index system,determination of evaluation index weights,and construction of a comprehensive evaluation model,and then conducts research on the social capital selection of quasi-operating urban infrastructure PPP projects.Firstly,aiming at the problem of establishment of an evaluation index system,this paper sorts out and analyses relevant domestic and foreign literature,and selects 23 evaluation indicators for PPP project social capital selection based on the method of literature frequency statistics.Combined with the characteristics of quasi-operational urban infrastructure projects,this paper summarizes 6 special indicators.By summarizing and sorting,this paper obtains a preliminary list of evaluation indicators for the social capital selection of quasi-operational urban infrastructure PPP projects.And this preliminary list contains 29 indicators.The questionnaire method is used to optimize the primary social capital selection indicators.Statistic and process of questionnaire data by the statistical software SPSS 26.0,and filter indicators by the method of mean test,variance analysis,and correlation analysis,thereby obtaining 22 social capital selection optimization indicators.After sorting and classification,this paper establishes a social capital optimization selection evaluation index system for quasi-operating urban infrastructure PPP projects,from the five index dimensions of financial ability,technical ability,management ability,experience performance,and reputation level.Secondly,aiming at the problems of evaluation index weight determination and comprehensive evaluation model construction,combined with the principle of entropy theory and questionnaire method,the weight of the social capital selection evaluation index is determined by the method of structural entropy weight,to increase the accuracy of the determination of evaluation index weight.The Z-number fuzzy number theory is introduced,and the corresponding five-level fuzzy language evaluation transformation set is established.So as to realize the complete and authentic presentation of social capital selection evaluation indicators by experts,and improve the accuracy of the information description results.At the same time,a fuzzy number distance measurement method is proposed based on relative preference relationship analysis,which can solve the problem of the lack of defuzzification information.Combined with the grey relational analysis method and the multi-criteria compromise solution sorting(VIKOR)method,this paper establishes a social capital optimal selection evaluation model for quasi-operating urban infrastructure PPP projects.Revise and rank the comprehensive evaluation value of the traditional VIKOR method,to select optimally the best social capital according to the comprehensive evaluation result of social capital selection.Finally,the PPP project of Shaoxing Urban Rail Transit Line 1 was selected as a research case,and then apply a set of systematic and complete social capital optimization selection evaluation model for quasi-operational urban infrastructure PPP projects which constructed in this paper,to conduct an evaluation for the project which is comprehensive,systematic,scientific and reasonable.And then select the optimal social capital.The result of the case analysis is consistent with the actual bid evaluation,which verifies the scientificity,feasibility,and effectiveness of the model constructed in this paper.At the same time,it can provide a reliable reference to the social capital optimization selection of quasi-operating urban infrastructure PPP projects in the future,which has certain reference significance. |
