There is a growing trend of population aging in rural areas of China,and the proportion of disabled elderly people is increasing.In the context of the long-term urban-rural dichotomy,compared with urban areas,the long-term care service system for the disabled elderly in rural areas is imperfect,and there are problems such as family elderly care function is weakening,gaps in policies and regulations,lack of medical and other infrastructure and service resources,and shortage of nursing talents.Therefore,the care of the disabled elderly,especially in rural areas,will be one of the major social issues in China.As the state is responsible for ensuring people’s "right to live",it should actively explore the development of long-term care services for the disabled elderly in rural areas and improve the long-term care service system for the disabled elderly in rural areas.The logical starting point of this paper is the imperfect long-term care services for the disabled elderly in rural areas and the mismatch between supply and demand.Then combined with the structural-functionalist analysis framework(AGIL)proposed by Parsons.The rural disabled elderly care service as a system,the maintenance of the system requires the support of external funds,the incentive guidance of policies,the participation of all sectors of society,the cooperation of the elderly and their families,etc.This paper uses a combination of quantitative and qualitative research methods,with the help of SPSS25.0 and NVivo 11 analysis software.The results show that the individual characteristics,family,government,and community support have a significant impact on the care needs of the rural disabled elderly,and the research hypothesis of this paper is verified that there is an imbalance between supply and demand for long-term care services for the disabled elderly in rural areas.The AGIL model was used to analyze the imbalance between the supply and demand from four aspects: the economic system is reflected in insufficient financial capacity and the large gap between urban and rural inputs;the political system is reflected in the lack of pertinence and supporting measures;the social community system is reflected in the low degree of social participation and the uneven allocation of care resources;the cultural system is concerned with the potential influence on families and the disabled elderly themselves to promote the development of long-term care services.In summary,this paper puts forward the following suggestions: first,broaden the financing channels for rural care,and improve the economic system.Second,improve the pertinence of care policies,tilt towards rural disabled groups,and improve the care supporting system.Third,integrate social resources,jointly build and share governance;fourth,strengthen publicity and guidance and realize the function of model maintenance.
