The Research On The Problems And Countermeasures Of Sichuan Provincial Government In Protecting Technological Innovation Of Rail Transit Equipment Manufacturing Industry

Rail transit equipment manufacturing industry is an important part of the national high-end equipment manufacturing industry.It is not only one of the main fields where the great power was born,but also the major battlefield for the implementation of the strategy for building China’s strength in transportation.Improving the core competitiveness of the rail transit equipment manufacturing industry is the key to realize the strategy,and technological innovation is an important embodiment of the core competitiveness.Promoting the technological innovation of the industry is a systematic project.It can only be realized with the participation and guidance of the government,the assistance of scientific research institutions and the active cooperation of large,medium and small enterprises,rather than solely rely on the participation of manufacturing enterprises.As one of the major provinces in Western China,Sichuan Province has made great efforts to develop the rail transit equipment manufacturing industry in recent years,and has made great breakthroughs in the manufacturing of urban rail transit vehicles,freight vehicles,rolling stock and new standard vehicles.The implementation opinions on seizing major opportunities and promoting the high-quality development of rail transit industry issued by the general office of Sichuan Provincial People’s government in July 2021 put forward the goal of “improving Sichuan’s core competitiveness in the national rail transit development pattern and promoting the high-quality development of rail transit industry”,which further highlights the prominent position of rail transit equipment manufacturing industry in the development of manufacturing industry in Sichuan Province.As a party of the government,what efforts have been made in promoting the technological innovation of rail transit equipment manufacturing industry,what achivements have been made in recent years,what problems are still existing,and how to better perform their duties in the next step will be the focus of this paper.Firstly,the paper combs and analyzes the relevant theories of technological innovation,technological innovation of equipment manufacturing industry,technological innovation of rail transit equipment,technological innovation from the perspective of the government,home and abroad,and then clarifies the research direction of this paper.On the basis of expounding the relevant concepts of equipment manufacturing industry,rail transit equipment manufacturing industry and technological innovation,as well as the theories of technological innovation theory,regional innovation system theory,positive externality theory and government intervention theory,the paper also analyzes the current situation of technological innovation of the rail transit equipment manufacturing industry,which promoted by Sichuan Provincial Government,that using the methods of literature analysis,investigation and interview.The measures taken and the results obtained were analyzed.Secondly,based on the analysis of the current situation of the rail transit equipment manufacturing industry’s technological innovation in Sichuan Province,the paper discusses the problems and reasons existing in the government’s promotion of the rail transit equipment manufacturing industry’s technological innovation,and obtains four problems existing in the promotion of technological innovation by Sichuan Provincial Government: First,the government’s insufficient R & D funds investment in technological innovation policy funds and technological innovation talent supply;Second,the government’s protection of technological innovation achievements is weak;Third,the government’s incentive effect on technological innovation has not been brought into full play;Fourth,the government lacks effective supervision measures in technological innovation.What’s more,the paper also analyses the causes of the four problems,and comes to the conclusion that the insufficient attention of the government to technological innovation is the main reason for the insufficient investment in technological innovation;The government’s inadequate understanding on the mechanism of intellectual property protection that promoting technological innovation breakthrough,as well as the single choice of intellectual property protection mode are the main reasons for the weak protection of technological innovation achievements;The imperfect incentive mechanism of technological innovation is the main reason for the incentive role of technological innovation has not been brought into full play;The immaturity of technological innovation supervision mechanism is the fundamental reason for the inadequate supervision of technological innovation.Finally,combining with the theory of regional innovation system,the theory of government intervention,the paper puts forward countermeasures and suggestions to solve the problems existing in the process of government promoting the technological innovation on the rail transit equipment manufacturing industry:increasing government investment and enriching innovation funds;Strengthening the protection measures of technological innovation and creating a good ecological environment of technological innovation;Improving the incentive mechanism of technological innovation and enhancing the enthusiasm of innovation subjects;Strengthening the supervision of technological innovation and ensuring the orderly development of innovation activities.
